What you will be doing:
· Provide services as appropriate in the development and execution of projects and
participate in the planning, supervision and execution of these projects.
· Assist in the preparation of a comprehensive brief for the projects in consultation with services and Estates personnel and advisors.
· Prepare budgets for carrying out proposed capital programmes and ensuring that projects are within agreed budgets.
· Be responsible for Minor Works lists, selection of contractors for bid purposes and recommendation of tenders for acceptance for all projects.
· Ensuring compliance with all regulatory requirements including permission, licences, certificates and approvals.
· Appropriate liaison with other relevant agencies in defining requirements for design services, buildings and equipment.
· Assisting as required with the procurement of design teams, other professional services and building contractors for projects ,and assisting with the procurement processes as required.
· Assisting in the preparation and submission of relevant project documentation for the obtaining of approval to proposals in accordance with Estates project protocols and regulations in a timely manner.
· Developing action plans for the timely and efficient completion of contracts.
· Supervising staff and other parties in the implementation of agreed programmes.
· Working with service management or other relevant agencies to ensure that the equipping/commissioning phase is initiated and conducted in good time.
· Assisting with the management and control of agreed project timescales and budgets for planning, design, construction and equipping budgets to agreed quality standards.
· Managing and controlling expenditure on each assigned project. This is to include presentations to senior management and Project Board as required, of information and current estimates of total costs, running statements of financial commitments and forecasts of expenditure.
· Checking design team fee accounts as recommended with regards to agreed fees and preparing same for payment. He/she shall manage the processing of payments to contractors and design team firms for payment in accordance with constraints set down in contract documents, forms of agreement and statutory provisions including National Financial Regulations.
· Assisting in the orderly phasing of developments by agreeing appropriate arrangements with line management and to keep relevant line management and senior staff informed of the plans as the developments proceed.
· Assisting in the provision of appropriate maintenance arrangements for new buildings.
· Assisting in the development of annual Minor Capital Programmes based on infrastructural risk.
· Assist in developing comprehensive project briefs for minor capital works in consultation where appropriate with local managers, maintenance/engineering officers and other relevant parties.
· Co-operating with Fire and Safety Officers, Service Managers, Health & Safety, Risk Management, Occupational Health & Infection Control Staff in addressing facilities improvements with regard to legislative compliance.
· Working with property management to develop and implement property management strategies and local property plans in collaboration with other key personnel and advisors.
· Working with property management to ensure that all property transactions conform to statutory requirements.
· Ongoing provision of information to property management, so as to maintain and keep property asset registers including appropriate records of legal title to properties.
· Viewing and appraising potential properties for acquisition.
· Appropriate liaison in respect of fit-out works to leased buildings.
· Direct management of fit-out works to leased buildings where necessary.
· Ensuring that agreed specifications are met prior to handover of buildings.
· Achieving of targets and completion of agreed programme within allocated budgets
· Acting as spokesperson for the organisation as required, and in particular for Estates
· Demonstrating pro-active commitment to all communications with internal and external stakeholders
· Developing good working relationships with other members of the Capital & Estates Team, colleagues or other relevant agencies.
· Supporting, promoting and actively participating in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service
What you need to apply:
· Have successfully completed an apprenticeship in a building related trade or Hold a National Certificate/National Diploma in Construction Studies or Civil Engineering.
· Or hold a recognised degree (QQI Level 8) in either Engineering, Surveying or Architecture.
· Have been employed in a building project management or nurse planner role within a statutory Irish state agency.
· Have a minimum of five years relevant experience in a construction project management role, including adequate experience in the construction or maintenance of large complex buildings.
Have a minimum of two years experience in managing operational budgets in a complex work environment and Candidates must possess the requisite knowledge and ability, including a high standard of suitability and administrative capacity for the proper discharge of the duties of the office.
