Our client is involved in the operations & maintenance of the waterways infrastructure across the west and mid west region. They are now seeking to recruit a Civil Engineer who will form part of an operational management team. You will assist and oversee the management and maintenance and development of the Shannon navigation, including refurbishment/construction/maintenance works associated with the region both on and off water.The successful applicant will be required to manage operational staff and consultants / contractors working in the region. The Engineer will be based in Athlone and will be primarily responsible for all land facilities from Athlone to Lanesborough and on water works in the mid-Shannon area from Lough Ree to Limerick. The Engineer will also be responsible for water level management and to support the work of the two South Shannon work boats operating under the management of the Superintendent of Mapping.KEY ACTIVITIES:Water Levels /Sluice Operations and Workboat ActivitiesWorking under the guidance of the Superintendent Mapping, the Engineer will be the point of contact for the management of water levels on the South Shannon, and the operations of the sluices at Athlone Weir, Meelick Weir and the New Cut. Will be responsible for ensuring the timely provision of daily water level data to the ESB office at Ardnacrusha dam and power station. Representing at quarterly meetings with the ESB where the management of water levels on the Shannon. Support the Superintendent of Mapping on all aspects of the work programme of the two South Shannon work boats.Operational Management
1. Supervise operational staff undertaking maintenance and construction site works, including carrying out risk assessments and safety inspections in accordance with management systems.
2. Liaise with consultants and contractors planning and/or undertaking works in the region, to ensure protection and enhancement of the organisation's assets
3. Design and realign navigation channels to the deeper navigation contours in problematic areas
4. Undertake site survey Hydrographic /Bathymetric surveys, soil tests and carry out studies and evaluations of possible works projects, and draw up associated reports
5. Prepare and co-ordinate initial designs, planning submissions, designs for tender, tender documents, tender appraisals and project reviews as required to manage the works programme in accordance with statutory requirements and policies and procedures.
6. Manage and report on progress of maintenance & construction programmes projects to ensure delivery on time, budget and quality
7. Communicate verbally and in writing with neighbouring residents and groups, or their representatives, regarding management & maintenance issues associated with the infrastructure of our waterways
Health and Safety
8. Possess an awareness of the health, safety and welfare legislation relevant to maintenance & construction works, and apply these as appropriate
Environmental
9. Liaise with environmental bodies to ensure that environmental requirements are agreed
10. Take account of environmental legislation, directives and issues in the construction of projects
PERSON SPECIFICATION
11. Possess a Degree in Civil or Structural Engineering (Level 8 in the National Framework of Qualifications) or an equivalent qualification.
12. Hold a current driving licence and / or possess access to a form of transport which will permit travel throughout Ireland and ensure that the person can supervise works spread over a wide area.
13. Possess knowledge and experience of the key issues involved in the field of Civil / Structural Engineering, in particular relating to a water-based environment.
14. Possess excellent interpersonal and communication skills, both verbally and in writing
15. Possess knowledge and experience of dealing with health, safety and welfare issues associated with construction and maintenance works.
16. Have experience and ability in the use of IT-based engineering equipment / engineering design tools
17. Possess excellent project management and problem-solving skills
18. Have 2 years post qualified experience of working in an operations and maintenance environment, at least one of which includes management of staff.
19. Possess an understanding of the environmental issues involved in the development of waterways.
20. Have experience of surveying and a good understanding of Mapping in a GIS world
21. Possess an understanding of the issues involved in working in two jurisdictions
