Risk Manager for Enterprise and Person-Centred Services
This position will be an integral part of a new Audit Risk and Compliance department within St John of God Community Services. This is a senior management position, and the successful applicant will report to the Director of Audit, Risk and Compliance

Duties Include the following:
The successful candidate must prioritise the care and support of our individuals supported and patients to ensure that they always come first. * To ensure a proactive approach to Incident and Enterprise Risk management across St john of God Community Services with the consistent application of the internal Risk and Incident Management Policies. This will involve drafting and supporting the implementation of these policies to align with HSE Risk and Incident management policies.
* Supporting, Advising and training all services on the risk assessment process particularly in relation to complex person-centred risk scenarios, risk registers, Incident management and develop and ensuring internal support systems and processes for incident management including ensuring communication and escalation of serious incidents (internally and to external agencies e.g. Mental Health Commission, Clinical indemnity scheme) are followed by regions. Monitoring of risk registers and incident management activity system and processes - Tracking Implementation of Major reports/investigations recommendations.
* Assist the Director of ARC to maintain and manage the risks from a strategic to an operational level throughout the organisation.
* Provide an overview of the National Incident Management System (NIMS) processes and data for the organisation and regional services and complete analysis of data informing preparation of reports for Quality Executive Committee, Board Sub Committee on Quality.
* Provide support and advice to regional services regarding NIMS and liaise with the SCA and Health and Safety Manager.
* Support service colleagues in improving and managing Incident and Risk Management processes
* Develop and support delivery of uniform training for incident and risk management, to ensure consistent risk and incident management processes in line with internal and overarching HSE policy and guidance to ensure principals are consistently applied across the service.
* Act as case officer to compile Preliminary Form (A guide to decision making form) in relation to Category 1 incidents.
* Undertake Systems Analysis of Category 1 incidents as required by the SIMT.
* Develop a process for tracking implementation of recommendations from Serious Incident reports, investigations and safety audits to ensure that assurance on implementation within St John of God Community Services.
* Advise Heads of Function such as ICT, HR, Finance on Risk Management principles and be cognizant at all times how risk in these departments affect the person supported and overall strategic objectives of the organisation.
* Assist the Director of ARC and Service Directors with the identification and development of Organisational and Regional Key Risk Indicators (KRIs) which are congruent with the St John of God Community Services Risk Appetite and Tolerance statements. The risk manager will be required to track and monitor the implementation of KRI's throughout the service.
* Collaborate and effectively communicate with all internal and external stakeholders. Maintain and uphold an excellent working relationship with the Director of Programme Quality and Safety, Quality Manager, Quality Department and the Health and Safety Manager.
* Maintain an existing strong working relationship with the Regional Director, Clinical Directors and QPS Programme Manager in the St John of God Community Services Mental Health Service.
* Lead out on behalf of and represent the Director of ARC on working committees to upgrade the Risk Management System (RMS) to enhance integrated risk management reporting structures and processes across the service.
* Lead out on Open disclosure Processes and AAR activities throughout the organisation.
* Membership of several forums and Committees e.g SIMT
* Prepare reports for Board Sub Committee and ARC, Quality Executive Committee as and when required.
Candidate Requirements
At the time of application candidates must have;
* A formal qualification in Social Care or Mental Health or Healthcare Management or other relevant qualification at level 7 or above on the QQI framework. A risk qualification is desirable but not essential to be the successful candidate.
* Extensive Management (i.e. Social Care Leader/ Senior Coordinator, Person in Charge, CNM or equivalent) experience in a frontline Social Care (Intellectual Disability)/ Mental health/Healthcare organisation of at least 7 years.
* Detailed and demonstrable experience of risk management processes and standards (ISO3100) and how they practically apply to a complex and nuanced organisation like St John of God Community Services.
* Detailed knowledge and demonstrable experience of national and/or internal Policy in relation to Risk and Incident Management with significant experience of implementing these policies and tracking their implementation.
* Detailed knowledge of the construction and maintenance of Risk Registers.
* Detailed Knowledge of other related policies/guidelines/Codes of Practise such as the Assisted Decision making 2015, Time to Move on (TTMO), Patient Safety Act 2023, Children's First Legislation, Mental Health Act, National policy on Safeguarding of Vulnerable Adults, Human Rights Approach, Person Centredness (this list is not exhaustive).
* Candidates must be able to demonstrate their understanding on how these policies serve and influence the risk agenda in St John of God Community Services.
* Detailed and significant experience or knowledge of compiling Preliminary Form A's in relation to moderate and Serious Incidents.
* Detailed and significant experience in the management of incidents and producing succinct and yet sufficiently detailed reports.
* Detailed and significant experience in the analysis of incidents from Data and how trends relate to the risk agenda in areas such as safeguarding, person centredness and the Human Rights approach.
* Extensive experience of delivering training and presentation in a related field such as risk and/ or incident management.
* Good knowledge of operational and strategic risks associated with Adult and CAMHS services.
* Good working knowledge of Health and Safety Principles arising from the Safety, Health and Welfare at Work Act 2005, and ISO 45000.
* Good working knowledge of Risk Appetite, Tolerance statements and how these transfer into actionable Key Risk Indicators at a front-line level.
* Knowledge of how the Serious Incident Management Team (SIMT) operates.
* Must be prepared to upskill and undergo training as required by organisational objectives.
