Hours of work: Full-Time, 35 hours per week Closing Date: Friday, 10thJanuary 2025 at 5:00pm Executive Summary The Director of Finance and Procurement at Beaumont Hospital is a key member of the Senior Management Team with responsibility for leading, developing, monitoring, governing and evaluating overarching financial strategy, with a focus on bottom-line financial, operating performance and productivity. The portfolio extends to core Finance functions in addition to Procurement and Materials Management and is inclusive of the following Divisions:- Management Accounts Patient Accounts Creditors Payroll Financial Accounts Procurement Material Management The Director of Finance and Procurement will have responsibility for a Directorate team of over 100 staff spread across these specialist divisions. Reporting directly to the CEO, the postholder will play a central role in leading the financial and budgetary strategy of circa €500 million for Beaumont Hospital. They will also provide specialist advice and support as necessary to the Hospital Board, CEO and the management team across a wide variety of initiatives and developments, while adhering to the highest standards of Corporate Governance required by the Code of Practice for the Governance of State bodies. Responsibilities Principal Duties and Responsibilities Systems / Processes / Financial Management Culture Developing a performance management and cost control ethos throughout the hospital, in particular, ensuring the development of robust financial planning and forecasting methodologies, including comprehensive audit and measurement systems which identify and analyse variations from Leading negotiations with the HSE and other relevant bodies in relation to funding, establishment of financial targets and on-going monitoring of the allocation and funding of new service Championing and influencing national projects/ To devise integrated business and associated financial models ensuring Beaumont is aligned to patient cost volume and complexity. Supporting the Corporate and Clinical Directorates in developing data to optimise decision making, devising financial plans and reporting to ensure the provision of priority services in the most cost-effective Takinga central role in the on-going development of systems, processes and procedures, including contributing to the design of improved internal budgetary/accounting models, and enhancing revenue collection Playing a key role in the development of annual and multi-annual service/provide Leadership / Management / Governance of Financial Related Functions Preparation and finalisation of Annual Financial Statements (AFS) by 31 March to achieve audit finalisation ahead of 30 June each year. The AFS will be prepared in accordance with Accounting Standards for Voluntary Hospitals (and where required FRS 102). Annual compliance with finance related elements of the (Section 38 Health Act) service level agreement with the HSE. Identification and management of key financial risks arising in the Hospital and oversight of the Corporate Risk Register with regard to supporting an ethos of strong corporate governance in the hospital. Awareness of the Corporate Sustainability Reporting Directive (CSRD) and capability to lead the Finance function in achieving any required disclosure deadlines. Assisting relevant directorate management in publication of required reporting under the Gender Pay Gap Information Act 2021. Planning, organising and managing the operations of the department in such a manner as to ensure that it operates effectively and efficiently, supporting strategic and operational requirements. Leading the modernisation/transformation of the Finance function to respond to the changing requirements of the Hospital and the Region. Developing the highest standards of professionalism within the finance function and throughout the organisation, with best-practice accounting standards and financial conventions. Enhancing skills of business case development, information management and efficiency techniques/ processes within the Hospital. Corporate & Strategic Objectives Working effectively as part of the Senior Management Team. To support the Senior Management Team in identifying capital and current investment that may be required to enable productivity improvements in the hospital. Contributing to corporate management of the hospital, playing a key role in corporate communications internally and externally. Assisting in the overall development and capability within the hospital. To work with the Senior Management Team and Clinical Directorates to agree condensed sets of acute productivity indicators capable of tracking progress. Ensuring the highest standards of corporate governance and personal conduct. Providing expert advice and support on all aspects of business planning and organisation-wide performance monitoring. Management and HR Responsibilities Ensuring the highest quality of workforce management is adhered to in the services under the responsibility of the Director of Finance. Maintaining effective staff communications and work practices to ensure a framework of circulation and compliance with employment policies and procedures. Establishing the development of staff as a key objective and promoting the pursuit of skills and competencies consistent with corporate and departmental training plans. The post-holder will be required to maintain and enhance their knowledge, skills and aptitudes necessary to respond to a changing situation. The organisation has a formal performance review process in place for senior managers and in this context the Director of Finance will be required to agree objectives and performance targets with the Chief Executive and comply with a quarterly monitoring process. The post-holder will be required to review personal development with the Chief Executive annually. Key Results Area Devising a robust financial strategy which provides assurance to the Hospital Board and external financiers. Leading a successful cost containment/ value-for- money strategy. Progress additional investment in ICT, diagnostics, theatre availability, bed capacity and staffing to deliver activity growth and support productivity developments. Developing systems and intelligence to optimise funding opportunities for the hospital in the new costing environment, e.g. money-follows-the- patient, universal health insurance etc. Building capacity and capability (workforce and structures) with respect to financial management, integrated business planning efficiencies / effectiveness. Qualifications Selection Criteria Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate will need to demonstrate for successful discharge of the responsibilities of the post. Membership of a recognised or prescribed accountancy body such as ACCA, CPA, ACMA, CIMA, ACA or equivalent. Desirable Masters level qualification in Health Service/Business Management. Experience: Essential At least 10 years of Finance experience, of which a minimum of 5 years significant experience at senior leadership level in in financial management and planning in a healthcare setting with multiple stakeholders. Significant track record of achievement as a leader and senior manager in a large complex organisation with multiple stakeholders Demonstrated strong leadership, collaboration, project management, problem-solving, change-management and influencing skills. Experience serving as an advisor to the CEO and executive leadership team. Track record of achievement in a performance driven organisation. Experience of critical and/or corporate governance - knowledge of the requirements of the Code of practice for the Governance of State Bodies advantageous. A level 9 NFQ (or international equivalent) qualification in Finance desirable. Working knowledge of SAP financials and budgetary modelling systems. Desirable Experience in a similar or related role in a major acute hospital.
