Where you will be working
Encyclis Dublin Waste to Energy Facility is located in Dublin 4, on the Poolbeg peninsula.
This fantastic facility has been fully operational since 2017, diverting over 600,000 tonnes of residual waste from landfill every year and providing enough baseload electricity to power over 100,000 homes.

Responsibilities
THE OPPORTUNITY:
Reporting to the Plant Manager, the Health and Safety Manager will create, maintain and enhance Health and Safety compliance for the Dublin Waste to Energy Facility, by performing the following duties personally or via the wider team at the facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Manage the Health & Safety performance of an Energy Recovery Facility during the operation of the facility.
* Liaise with team leaders and the wider O&M teams to promote H&S initiatives, and delivery of the H&S strategy of the facility.
* Support the Plant Manager in driving the O&M teams to achieve an excellent Health and Safety culture at the facility.
* Develop safety initiatives and campaigns and partake in routine Health and Safety meetings and forums.
* Manage all communications with the Health and Safety Authority (HSA) and be the first point of contact for the same.
* Coordinate and participate in weekly Health and Safety inspections of the facility to identify unsafe acts and conditions, promoting and encouraging good behaviours.
* Monitor the performance and effectiveness of the plant’s Health and Safety as necessary to meet performance and improvement objectives.
* Participate in HSA and corporate safety inspections/audits. Formally document and report corrective actions to the leadership team.
* Investigate all near misses, accidents and incidents, ensuring that all reportable incidents are communicated to the HSA, as required.
* Support the development and continual review of safe operating procedures (SOPRA), RAMS and dynamic risk assessments.
* Assist and review with accident investigations and root cause analysis.
* Prepare risk assessments, as required, relating to speciality works.
* Co-ordinate and lead root cause analyses, ensuring that suitable recommendations for corrective action are identified and time bound.
* Direct, organise and/or administer all required Health and Safety related training for all employees.
* Prepare and maintain all Health and Safety documents pertaining to the facility according to Corporate and Statutory obligations, including best practices where applicable.
* Maintain all required record keeping for Health and Safety reporting.
* Review and coordinate with local authorities for all Health and Safety issues pertaining to wastes and residues.
* Attend necessary meetings, seminars and conferences to ensure continual development of the successful applicant, thus enhancing the overall safety efforts and continuous improvements of the facility and business.
* Coordinate and participate in emergency response training.
* In coordination with the Environmental Manager, arrange and manage the annual Fire Risk Assessment.
* Oversee and nurture the plant’s safety committee.
* Schedule annual employee medicals.
* Support the Maintenance Manager during key events, with a focus to ensure that all general maintenance and project works are proactively managed from a moral and legal standpoint.
* Ensure that all aspects of Health and Safety Legal compliance are considered and are managed in a proactive manner.
* Review of the latest regulatory updates, feeding back into the site Management team, thus ensuring ongoing compliance.
* Focal point for all Regulatory or Compliance matters relating to, but not exclusive:
o Safety Health and Welfare at Work Act 2005
o Safety Health and Welfare at Work (General Application) Regulations 2007
o Construction Regulations 2013
Qualifications
QUALIFICATION REQUIREMENTS
* A Technical Degree/ Diploma is required.
* Exceptional candidates without the above educational requirements will also be considered.
* A minimum of 5 years relevant Health and Safety experience ideally in power generation, processing plant, specialty chemical or related industry.
LANGUAGE SKILLS:
* Excellent English (verbal and written communication skills) along with proficiency in MS Office Suite.
* Ability to read, analyse, and interpret general business periodicals, professional journals, technical procedures and governmental regulations.
* Ability to write reports, business correspondence, and procedure manuals. Individual must feel comfortable with public speaking.
* Ability to communicate with individuals at differing levels of ability or technical understanding.
* Ability to interpret and communicate instructions in written, oral, diagram, or schedule form as required for the target audience.
