Hours of work: Full Time 37.5 hours per weekClosing Date: Thursday 19th December 2024 @ 12noon Interviews for this post will take place on Friday the 20th of December 2024. Position Summary: The CNM 2 in the Accident & Emergency Department is held accountable for the nursing service to patients in the Department. This includes making provisions for the best possible nursing care of patients at all times; the nomination of persons to act up in his/her absence; assessment of patient care needs, the development, implementation and evaluation of programmes of care and the setting and monitoring of standards of care.The CNM 2 will also be held accountable for the day to day management of the Department. This includes the determination of work to be done, the rostering, organisation and allocation of the work, teaching and training of nurses and support staff and participation in the ongoing development and evaluation of systems and programmes for delivery of care.In carrying out the work detailed hereunder the expectation is that, in agreement with the CNM 3/Directorate Nurse Manager, work will be assigned to the Staff Nurses for which accountability will be ultimately held by CNM 2.
Responsibilities
Principal Duties and Responsibilities:1. ManagementThe CNM 2 is responsible for case management by:• Organising the caseload on each shift of duty and controlling the utilization of patient accommodation within the Department in terms of patient activity.• Deciding how to organise the admission and discharge procedure for the patient in consultation with the bed manager.• Monitoring the flow of patients through the department on a daily basis. Informing the appropriate medical consultant of impending crises. • Recording activity analysis on a daily basis and discussing same with CNM 3/ Directorate Nurse Manager in relation to standards of patient care and staffing standards.• Raising with the Consultant and other senior medical staff any problems which their policies/practices or decisions are raising and the staff and reporting matters to CNM 3/Directorate Nurse Manager if problems continue.• Ensure safety and welfare of the nursing staff at all times.• Initiates major disaster plan when necessary. Directs staff in the event of a disaster, fire, or other emergency within the department or outside in which the department may be involved2. Work to be done and workload estimation• Promotes the attainment of each patients individual nursing care needs by allocating appropriately skilled staff nurses and support staff.• Implements a systematic method for the assessment of individual patient’s needs and ensure proper documentation of same. 3. Staffing and Manpower Planning• Prepares weekly duty rosters for each shift, taking into consideration holiday, study leave and other control limits. Reviews and changes the roster as necessary on an ongoing basis.• Plans and allocates nursing staff numbers, skill mix and level of experience in such a way that will meet the department’s workload within the allocated resources thus ensuring continuity of care.• Arranges staff meal breaks in consultation with staff.• Supports and supervises nursing staff and other support staff in carrying out their allocated clinical duties to the required standard.• Decides who is to be in charge of the department in his/her absences and ensures that staff know of the arrangements.• Advises the CNM 3/Directorate Nurse Manager when staff levels fall below or are in excess of that considered to be adequate to meet variations of work load.• Advises the CNM 3/Directorate Nurse Manager on the total complement of staff needed and the mix of qualified/unqualified staff to recommend based on activity and workload.4. Personnel• Promotes, nurtures and maintains a high level of staff morale hence promoting team spirit and job satisfaction among nursing and other staff within the department.• Develops, implements and monitors health welfare and safety policies in the department.• Receives visiting professionals and lay visitors to the department.• Participates in the interviewing and selection of nursing staff for the department. This is necessary as the CNM 2 will ultimately be held responsible for the quality of care given by individual nurses to patients in the department.• Implements, participates and evaluates an orientation programme for all staff in the Department.• Ensures that all staff practice nursing within the code set for the profession by An Bord Altranais.• Carries out development and performance review interviews with individual nursing staff, using job specifications and performance/appraisal review documentation in accordance with hospital policy and records judgement about the performance of each individual staff member.• Identifies abilities and recommends staff for promotion to permanent and senior positions.• Recommends to the CNM 3/Directorate Nurse Manager the transfer of staff from department.• Decides how to deal with behaviour outside acceptable limits, for whatever reason (i.e. emotional upset in staff, brusqueness to patients or colleagues, undignified behaviour, absenteeism, late attendances, conflict, grievance, discipline and industrial relations).• Ensures that all staff know disciplinary and grievance procedures. Handles staff complaints, grievances and disciplinary matters in accordance with hospital policy and reports to the CNM 3/Directorate Nurse Manager as necessary serious or unresolved issues.• Investigates incidents and accidents involving patients and staff. Reports these verbally and in writing to the CNM 3/Directorate Nurse Manager.• Advises trained staff in the management of the department and delegates specific appropriate management duties to the identified staff nurses.5. Education/Staff Development• Assesses and identifies training and development needs for nursing staff within the department, sets objectives for such learning; recommends these to the CNM 3/Directorate Nurse Manager and contributes to the development of training programmes where appropriate.• Identifies teaching/learning opportunities within the department• Plans, implements and evaluates:a. Staff Development programmes to support new clinical servicesb. Post graduate training programmes as pertinent to the department where necessary.• Participates in clinical induction training of all new nursing staff ensuring that staff nurses receive sufficient theoretical and practical training to make them safe practitioners.• Ensures the agreed hospital, specialist administrative and clinical policies and procedures are known to and understood by the staff and are implemented.• Provides for teaching of learner nurses. Ensures that nurse training requirements are met.• Participates in and implements the ongoing assessment of student nurses in consultation with D.C.U/Centre of Education and in accordance with An Bord Altranais regulations.• At all times acts as an effective role model by demonstrating skilled nursing care in the clinical situation for staff and student nurses.6. Clinical Nursing Practice• Uses a framework nursing to assess individual patient needs consistent with hospital nursing policy.• Ensures that appropriate nursing care is planned for individual patients based on need assessment and that each individual patient receives prescribed treatment and nursing care, encompassing medical instructions and in conformance with established procedures and standards of care.• Reviews, individual needs and plans appropriate care based on nursing needs.• Ensures that verbal and written nursing reporting systems are accurate and adequate.• Ensures that accurate nursing reports accompany patients who are being transferred to wards or to referring/other hospitals.• Ensures clinical competence of staff in performing clinical activities.• Introduces new clinical practices or techniques in an appropriate manner.• Maintains personal clinical skills by performing nursing care and by ongoing education.• Directs, supervises and mentors the nursing staff in the management of nursing care i.e. providing professional and specialist advice on the provision of nursing care and demonstrates practical nursing skills.• Ensures that patients and relatives are appropriately informed and counselled regarding their condition and that all follow up treatment and appointments are co-ordinated.• Applies research findings, and participates in research as appropriate.• Attends and participates in multidisciplinary and other Accident & Emergency Department Meetings as necessary.7. Standards and Quality of Care• Takes all steps possible to safeguard the welfare and safety of patients by:• Deciding with the CNM 3/Directorate Nurse Manager the indicators to be used to judge quality of services to patients.• Establishing management and clinical standards within realistic targets and explicit limits as set by CNM 3/DNM.• Ensuring that staff understand and abide by required standards and limits.• Checking on the quality of all work done by staff.• Monitoring and evaluating the outcomes of nursing care for individual patients.• Convening periodic meetings with the staff nurses to discuss outcomes of the nursing service and taking suggestions on how the service might be improved.• Monitors the clinical performance and competence of each registered nurse in the department.8. Budgeting• Identifies projected needs through review of inventories and works out appropriate limits of physical resources (drugs, dressings and appliances, linen and other material) to be kept in the Department. Ensures the economical ordering of stocks, maintaining agreed stock level controls and adjusting levels according to peaks and troughs in demand.• Encourages staff to utilize resources judiciously by developing economical habits and adhering to the limits so as to ensure economical use consistent with satisfactory standards.• Continually monitors staffing-use patterns and ensures adequate standards consistent with maximum economy while maintaining acceptable standards for safe, yet judicious use of resources.• Participates in the preparation of monthly premium payments and validation of cost centre activities.9. Self Development• The post holder is expected to:• Maintain, update and develop knowledge on relevant professional development and on all speciality current trends by attending a number of study days each year.• Develop and maintain personal nursing practice skills.• Maintain a personal record of professional development.• Discuss present performance and future self development needs with the Directorate Nurse Manager, using job performance review in accordance with nursing policy10. Support Staff• Ensures that the work of support staff is implemented to the required standard as per job specification.• Directs and participates in the induction and training of support staff.• Supervises, supports and encourages support staff in the implementing of their role and ensures that the nursing staff know, understand, utilize and respects the role11. Administrative Staff• Liaise with Senior administrative staff to ensure co-ordination and continuity of administrative and clinical support to patients.• Ensures the correct completion of records and reports.• Promotes the development of clinical and administrative computerisation. Qualifications
Selection Criteria: Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Statutory Registration, Professional Qualifications, Experience, etc(a) Eligible applicants will be those who on the closing date for the competition:(i) Are registered in the relevant division of the Register of Nurses & Midwivesmaintained by the Nursing and Midwifery Board of Ireland (NMBI) (BordAltranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.(ii) Have at least 5 years post registration experience (or an aggregrate of 5 yearsfulltime post registration experience) of which 2 years must be in the specialityor related area.(iii) Have the clinical, managerial and administrative capacity to properly dischargethe functions of the role.(iv) Candidates must demonstrate evidence of continuous professional development.(b) Candidates must possess the requisite knowledge and ability including a high standard ofsuitability and clinical, managerial and administrative capacity to properly discharge thefunctions of the role.2. Annual registration(i) On appointment, practitioners must maintain live annual registration on the relevantdivision of the Register of Nurses and Midwives maintained by the Nursing andMidwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).(ii) Confirm annual registration with NMBI to the HSE by way of the annual PatientSafety Assurance Certificate (PSAC).3.
