Job Description
The Technical Author will provide comprehensive support across the project directorate teams, to oversee and manage the scope, specification, information and requirements throughout the procurement process, from inception to contract award for the client Public Private Partnership (PPP) public concession suite of contract documents. The primary responsibility is to ensure the development and coordination of consistent information documents across Public Private Partnership (PPP) public concession contracts for the client while also identifying and eliminating duplication to reduce commercial delivery risks. The technical author team will support a standardised approach and alignment with EU Procurement Directives and Irish National Regulations and laws, across the business by maintaining oversight of all Public Private Partnership (PPP) public concession contract documents and enhancing engagement with subject matter experts. The team pro-actively simplifies document collation and aids in transferring knowledge and skills to the wider project team.
* The Technical Author is responsible for developing and managing scope documents by leading the creation of unambiguous, specific, and concise business requirement documents for nominated contracts, ensuring they are aligned with Public Private Partnership (PPP) public concession forms and EU Procurement Directives and Irish National Regulations and laws, eliminate the need for interpretation, thus reducing risk of disputes.
* Collaboration with subject matter experts by working closely to capture and incorporate specialist requirements into contract documentation, ensuring clarity and relevance to the procurement package.
* Conduct reviews and challenges to align documents with commercial strategies, driving value for money (VfM), and performing read across checks to eliminate discrepancies, duplications, and any inconsistencies in contract documentation.
* Monitor and report progress to track and forecast document delivery, report on performance, escalate issues as necessary, and support the continual improvement of document processes in line with values and processes.
* Provide post-contract support by maintaining and updating scope documents with stakeholder input, managing changes from various sources, conducting audits, and ensuring alignment with governance and good practices throughout the contract lifecycle (including during negotiations and strategic change).
* Carry out tasks with transparency, communicating timescales and progress to the Project Manager to ensure contractual time constraints are met, or managed.
* Develop and administer training and development processes for procurement personnel in conjunction with Learning & Development.
* Cooperate with the commissions colleagues in all matters relating to health and safety, always following safe working procedures.
* Act as a role model for the major projects vision and values, behaving in ways that align with their Ways of Working, and encouraging and supporting others to do the same.
* Take necessary care to properly protect the confidentiality, integrity, and availability of corporate information, preventing unauthorized disclosure, modification, or destruction, and never knowingly putting information or information systems at risk.
Qualifications
* A level 8 degree in engineering, construction or a related subject matter or equivalent experience.
* Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable.
Professional Memberships
* A professional qualification such as the Engineers Ireland (IE), Institute of Civil Engineers (ICE), Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS)
* Membership of Institute of Management Consulting, Association of Project Management Project Managers Institute (PMI).
Experience
* Experience in procurement or delivery of Civils, Infrastructure, Railway Systems and other supporting contracts and projects, and articulating clearly the component parts of structures and systems, as well as the supporting services that are required to deliver an asset in a programme environment.
* Experience of procuring/delivering large value complex programmes, or projects within a programme, in the Government or an arm’s length body environment using public funding.
* Experience of sponsor/Stakeholder relationship and management experience.
* Experience of management of aspects of Public Private Partnership (PPP) public concession contracts.
* Experience in a matrix environment, with high influencing and communication skills.
Skills
* Ability to analyse contractual documentation and apply Commercial thinking.
* Ability to compile tender and commercial documents.
* Ability to build effective collaborative relationships to understand requirements, facilitate others’ understanding and to ensure the requirements can be discussed and met as closely as possible.

* Knowledge of Public Private Partnership (PPP) public concession and Infrastructure Services Procurement forms of contract.
* Knowledge of Procurement processes and Legal framework and governance.
* Knowledge of EU Procurement Directives and Irish National Regulations and laws.
* Knowledge of EU Regulations 2016 (S.I. 286/2016) and Regulation (EC) No 1370/2007.
* Knowledge of Contract Management and Administration.
* Knowledge of Risk and Value Management.
* Knowledge of Change Management.
* Knowledge of Document Management processes and systems.
* Competent in Microsoft Office.
* Strong ability to write, document, and maintain technical standards, guidelines, and workflows.
* Strong attention to detail and accuracy.
