Summary of the Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

Role Summary
The NTMA’s risk management framework is predicated on a three-lines-of-defence model with business units (the First Line) incurring and owning risks with NTMA Risk and other control functions (the Second Line) providing independent oversight and objective challenge to the First Line, as well as ongoing monitoring and control of risk.
The Senior Risk Manager will play a key role in the provision of risk management guidance to the NTMA, primarily in respect of the risk assessment of individual ISIF Irish investments and ongoing oversight of the ISIF Irish portfolio as it continues to deploy, though this remit could further expand in line with other NTMA mandates.
Principal Responsibilities
The main responsibilities of the Role will include:
1. Assisting in the continued meeting of Second Line risk requirements for ISIF transactions both at original assessment stage and through the entire investment life cycle.
2. Review of ISIF transaction proposals (particularly direct investments) and identification of key risks (incl. sector assessment, financial and projections analysis) and adherence to wider NTMA risk appetite.
3. Playing a pivotal role in the timely delivery of consistently high quality NTMA Risk review notes relating to ISIF investment proposals for submission to the NTMA Investment Committee.
4. Monitoring the ISIF transaction pipeline and review of post closing transaction requirements.
5. Cultivating a strong working relationship with relevant first line teams (primarily ISIF).
6. Assisting with the provision of other reporting as required to the NTMA Executive Management Team, Board and relevant risk governance fora.
7. Bolstering the delivery of required Investment Risk induction, training or communications material.
8. Ensuring compliance with approved internal policies and applicable laws and regulations.
9. Provision of risk management guidance to the NTMA on other matters as required.
10. Bolstering the Head of Investment Risk and the NTMA Head of Risk on any other general Investment Risk matters, as required.
Knowledge
The successful candidate should have:
1. An honours degree in Business or Finance or a comparable Accountancy qualification;
2. Analytical, financial, business, presentation and report writing skills;
3. Strong knowledge of Risk Management processes;
4. Ability to make a strong contribution to NTMA Risk’s involvement across multiple ISIF investment proposals and evolving portfolio management requirements;
5. Capacity to assimilate into a small, focused team and deliver clear impact within a short period of time in a very demanding and dynamic environment.
Experience
The successful candidate should have:
1. 7 - 10 years (at minimum Manager level) relevant corporate finance, credit analysis, private equity or direct lending/investment experience;
2. Expertise in considering a wide range of investments (direct and indirect) and asset classes (including debt and equity);
3. Broad knowledge of a range of industries and sectors (incl. Venture Capital, Private Equity, Services, Food & Agri, Renewable Energy, Real Estate and Infrastructure).
4. Track record in interacting with senior management and key stakeholders.
Skills
The successful candidate should have:
1. Clear capacity to take initiative and manage/assess multiple projects and proposals if required;
2. Excellent communications skills (both written and verbal);
3. Excellent relationship building skills;
4. Strong planning, organisational and time management skills;
5. Flexibility and ability to proactively meet demanding project and reporting deadlines;
6. Sound problem solving and analytical skills.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
