Head of Property and Facilities Permanent Full-Time Park West Business Park, Dublin 12 This is a key leadership role in Rehab Group, where the post holder will have ownership for all aspects of building operations, estate management and portfolio strategy for Rehab Group. The role includes management of our Facilities and Property portfolio and developing plans to maximise asset and revenue values through identified savings and efficiencies. The post holder will operate within a matrix environment supporting centre managers through policy and expertise in their day-to-day management of sites. The post holder will also lead group-wide projects relating to property, collaborating with business services departments across the group in scoping and delivering capital projects and new property locations. This role also includes leading the monitoring and reporting on capital expenditure, leading a team of property and facilities specialists and budget management responsibilities. Experience A relevant third level property qualification or equivalent (NFQ8); or construction related qualification; or equivalent experience in the field. Minimum 10-15 years' experience in the delivery of customer focused services. Experience in property acquisition, lease negotiation and procurement, demonstrating management skills including multiple and remote project management The ability to analyse and develop property/project related solutions Experience in project management principles, practices and techniques demonstrating sound financial management acumen and skills in time management, analysing and establishing resource priorities Experience in the development of outsourced/partner models Direct line management experience Excellent interpersonal and Teamwork skills, with the ability to self-direct Experience of planning, managing, and monitoring the use of available resources, focusing on productivity in order to align the use of resources with the strategy for the overall service area. Experienced in facilities related projects, with particular emphasis on office fit outs, office refurbishments, space planning and office moves Experience dealing with a range of competing priorities Experienced vendor manager, who can build effective relationships Responsibilities: Develop and execute a property portfolio strategy across the business, to include property disposal and re-configuration priorities, in a manner consistent with agreed strategy goals to ensure budgets are achieved. Develop plans to maximise asset and revenue values through identified savings and efficiencies. Manage a number of strategic projects to include assigned construction and fit-out contracts of owned and leased properties, the application of efficient and cost-effective procurement procedures, liaising with, and supervising appointed design professionals to projects, managing the design team and ensuring the design needs of services are being met. Lead a facilities management function that includes managing a range of vendors including mechanical and electrical, catering, cleaning, security and waste vendors; and liaison, as appropriate, with key stakeholders, funding bodies, local authorities, Housing Association Regulatory Office; and environmental management and statutory inspections, environmental projects, including energy reduction and waste management in order that facilities meet government regulations and environmental, health and security standards within the context of a disability sector. Lead the monitoring and reporting on capital expenditure, developing project budget and financial projections as necessary, to ensure that budgets are met. Lead a team of property and facilities specialists to include 1-to-1 and team meetings to provide role clarity, priority objectives and team focus and motivation. Evaluate project proposals for existing properties to determine project type, necessity and Group property input to ensure value for money, statutory compliance with Health and safety regulations (to monitor and establish as appropriate, an organisational asbestos and radon register), the Planning and Development Regulations, the Building Control Regulations, CDM Regulations and compliance with all HIQA (Health Information and Quality Authority) requirements Develop and review property related policies and procedures; and maintain an up-to-date knowledge of services, best work practices, industry norms, statutory, planning and building control, and health and safety regulations, within the area of responsibility.
