Our client is currently recruiting for a Programme Manager to join their Capital Unit in Galway. The successful candidate will be part of a team that administers the capital budget and provides a function in relation to reporting on project/programme expenditure and progress.
This is an initial 2-year contract role which offers great scope for extension and future permanency.

Responsibilities:
* Development and Reporting of the Capital Investment Programme: Assist with the compilation, development, and drafting of the Capital Investment Programme. Develop and draft annual, quarterly, weekly, and other reports on the implementation and progress of the Capital Investment Programme.
* Review and Implementation of Capital Projects Manual and Approvals Protocol: Assist with the review, revision, and implementation of the Capital Projects Manual and Approvals Protocol to ensure alignment with national financial regulations and guidelines.
* Liaison and Compliance with Capital Projects: Liaise with relevant stakeholders on current or proposed capital projects and ensure proactive compliance with the Capital Projects Manual and Approvals Protocol.
* Project Reporting and Management: Establish and manage a project reporting structure as required by the Capital Projects Manual and Approvals Protocol and the Capital Infrastructure Guidelines. Support the delivery of National Priority Projects and Programmes.
* Support and Implementation of the National Estates Information System (NEIS): Assist in the development and implementation of the NEIS, including participating in workshops, supporting other users, user acceptance testing, and acting as a point of contact for issues.
* Stakeholder Communication and Representation: Represent the Estates Manager in Services led strategy and planning working groups. Demonstrate proactive commitment to all communications with internal and external stakeholders.
* Compliance and Performance Achievement: Co-operate with the Health Services Transformation Programme and have a working knowledge of HIQA Standards. Engage in the Performance Achievement process and act as a spokesperson for the organization as required.
Requirements:
Candidates must at the latest date of application:
* Hold a Level 8 (or higher) Quality & Qualifications Ireland major academic award in Architecture, Engineering or Surveying accredited by the relevant Professional Institute (Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland).
* Or have Membership of the relevant professional association: Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland.
* Or be eligible for registration under the Building Control Act 2007, without requiring further assessment as it applies to your qualified discipline.
Knowledge & Experience:
* In-depth knowledge of construction and maintenance of buildings, equipment, and services.
* Awareness of EU procurement legislation and government construction procurement guidelines.
* Effective planning and organizing skills, with awareness of resource management and value for money.
* Ability to manage deadlines and handle multiple tasks efficiently.
* Leadership and team management skills, with the ability to motivate, train, develop, and manage staff.
* Strong influencing and negotiation skills and the ability to build and maintain relationships.
