Tallaght University Hospital (TUH) is a model 4, voluntary, academic teaching hospital partnered with Trinity College and situated in south west Dublin. With a staff of over 4,000 people from 63 different countries, it provides both acute and tertiary care to an increasing population of circa 800,000 people. It is also a National Urology Centre, the second largest provider of dialysis services in the country, Pelvic and Acetabulum National Centre and a designated Trauma Unit.
The Hospital is part of the newly established HSE Dublin & Midlands Region, which serves a population of over 1.2 million across seven counties. TUH is also supported by the Adelaide Health Foundation, the Meath Foundation and Tallaght University Hospital Foundation.

Purpose of the Role:
This role will be responsible for providing exceptional leadership throughout key transformative building and infrastructure projects in TUH, including spearheading the delivery of large-scale, complex infrastructure initiatives that will shape the future of healthcare in our community. It also plays a key part in the modernisation and efficient operation of facilities, delivering capital projects that enhance service delivery, patient care, and operational efficiency. One of the key projects the Infrastructure team at TUH is embarking on is an ambitious Capital Investment Programme, valued at approximately €0.5 billion in the medium term.
Overview of Role:
The Programme Manager will lead the planning, execution, and delivery of major capital infrastructure projects within a complex and regulated environment, particularly focusing on healthcare or similar sectors. This role ensures that capital projects align with the organisation’s strategic goals, comply with regulatory standards, and are delivered on time, within budget, and to the required quality. The Programme Manager will coordinate a range of tasks from project initiation to completion, managing resources, stakeholders, risks, and budgets, ensuring operational continuity, and integrating systems to improve efficiency.
Key Duties and Responsibilities:
* Programme/ PMO Leadership:
o Lead and manage a portfolio of capital projects, ensuring alignment with strategic goals and operational needs.
o Develop and maintain comprehensive programme plans, integrating project timelines, budgets, and resource requirements.
o Collaborate with senior leadership to prioritise and execute projects in alignment with business needs.
o Attend off-site project sites and external meetings as required.
* Project Management:
o Oversee multiple construction, renovation, and refurbishment projects, ensuring compliance with regulations and industry standards.
o Implement robust project management practices throughout the project lifecycle, from concept design to final handover.
o Identify and mitigate risks to ensure minimal disruption to operations during construction activities.
* Stakeholder Engagement and Communication:
o Serve as the primary point of contact for internal and external stakeholders, including contractors, architects, engineers, and regulatory bodies.
o Facilitate communication to ensure alignment of objectives and transparency in project progress.
o Present regular project updates to senior leadership, governance bodies, and other stakeholders, highlighting progress, challenges, and outcomes.
* Budgeting and Financial Management:
o Develop and manage project budgets, ensuring accurate forecasting and cost control.
o Monitor financial performance, identify opportunities for cost optimisation, and ensure delivery within budget.
o Oversee procurement activities and contract negotiations with vendors and contractors.
* Regulatory Compliance and Quality Assurance:
o Ensure all projects comply with relevant sector-specific regulations, including health and safety, environmental standards, and building standards.
o Collaborate with operational teams to ensure project designs meet the unique needs of healthcare or similarly regulated environments.
o Ensure adherence to quality assurance processes, monitoring compliance with required standards.
* Risk Management:
o Identify potential risks and implement effective mitigation strategies to address them throughout the project lifecycle.
o Develop contingency plans to address unexpected issues, ensuring minimal disruption to operations.
* Team Management:
o Ensure coordination between project teams, hospital staff, contractors, and consultants.
o Foster a collaborative and high-performance working environment, ensuring teams meet assigned deliverables.
* Operational Integration:
o Ensure smooth transitions for operational teams when new infrastructure is introduced, minimising disruption to service delivery.
o Support the operational readiness of new or renovated facilities, including training, equipment setup, and systems integration.
* Systems and Process Improvement:
o Lead the implementation of standardised systems and procedures to support project controls, cost planning, and risk management.
o Identify and implement process improvements that enhance the accuracy, timeliness, and relevance of management information.
o Advise on best practices for integrating project management systems, ensuring alignment across business systems.
* Data Assurance and Reporting:
o Monitor the quality and integrity of project management data, ensuring consistent and accurate reporting.
o Provide assurance on the quality and relevance of performance data used to inform project outcomes.
o Support teams in achieving month-end timelines and meeting quality requirements for baseline and forecast data.
* Process Integration and Guidance:
o Lead the integration of systems across the business, ensuring smooth workflows between project management and wider business systems.
o Document and develop key system procedures, ensuring a consistent approach and understanding across teams.
Qualifications & Experience:
Must Have:
* Education: Degree in Quantity Surveying, Construction Management, Engineering, Architecture, or a related field.
* Experience:
o Minimum of 5 years Project Management experience, with at least 3 years in a senior project management or programme leadership role.
o Managing capital building projects in regulated environments.
o Supervising multiple projects simultaneously, including negotiations, meeting deadlines, procurement, and resource management.
o Coordinating multi-disciplinary teams and stakeholders across complex projects.
o Responsibility for regulatory compliance, quality assurance, and financial management within capital projects.
* Practical experience with IT systems/packages.
* Fluent command of the English language (spoken and written).
* Willingness to attend HR Management workshops to ensure policies and procedures are implemented within their department.
Desirable Skills:
* A Master’s degree in a relevant field.
* Experience in leading a design team and client-side management during a construction project.
* Knowledge of sustainability practices and industry-specific certifications.
* Familiarity with digital construction technologies and systems integration.

* Remuneration is in accordance with the Department of Health Consolidated Salary Scales 1st October 2024: €79,847 to €96,305.
* This post is whole time, permanent, and pensionable.
* The annual leave entitlement is 30 working days per year.
* Normal working hours are 35, worked over 5 days; hours may change between 8 am to 8 pm over 7 days.
