The role of the OSS team is to support and maintain ESB Networks critical Operational Technology (OT) systems which include SCADA, Network Management System (NMS) and Geographic Information System (GIS).NMS is the real-time operations system that includes the Outage Management System (OMS) and the Distribution Management System (DMS). The DMS includes applications such as Power Flow, Network Optimisation, Load Forecasting, Fault Location, Isolation and Service Restoration (FLISR) and Distribution Energy Resource Management Systems (DERMS).The Temporary NMS Team Lead will be responsible for managing a multi-disciplinary team responsible for the support and maintenance of the NMS, development of the NMS into the future and supporting the delivery of new projects required to meet the strategic objectives of the DMSO.This will include the development of the NMS to support the constantly evolving needs of the Operations function and the wider ESB Networks business. It will also include all aspects of support including the specification of new processes, procedures and functionality. In addition, they will act as Subject Matter Expert for the NMS and associated business processes to support key business users.Key Responsibilities• Leading and managing the NMS team responsible for 24x7 operation and support of the NMS including infrastructure & application management.• Development of team members including personal and performance management, clear goal setting and monitoring, mentoring and coaching.• Responsible for the health and safety requirements of all team members.• Work management, including resource planning and prioritisation of all internal and external demands and work requests.• Subject Matter Expert in ADMS/NMS including OMS, DMS applications and network model management, staying abreast of best practice developments in OMS, DMS, DERMS and FLISR applications.• Development & implementation of the NMS to meet ESB Networks' overall strategy for the safe management and operation of the distribution system.• Managing the support and maintenance of the 24x7 operation of the NMS system for the ESB Networks and the National Distribution Control Centre.• Provide support to ensure the smooth roll out and reliable operation of the NMS.• Contribute and support the delivery of new projects required to meet the strategic objectives of the DMSO and Operations and other cross-functional teams which includes workshops, assessment, planning, implementation and testing.• Lead and manage NMS projects including all phases initiation, planning, execution and closure.• Manage system maintenance activities including product upgrades, security patch upgrades and site switch activities.• Monitor and support the different interfaces to seamlessly integrate with NMS system and handle issue resolution.• Manage and maintain existing reporting and dashboards and develop new reports and dashboards required by business users.• Support the business during critical service interruptions and major weather events.• Ensure compliance with industry and legislative regulations, standards, and safety protocols.• Responsible for regular engagement and communication with all team members as well as a wider network of stakeholders.• Support other parts of the business and work closely with stakeholders to understand their requirements and system issues.• Vendor management work with the NMS Vendor to keep the system up-to-date and ensure quality end-to-end service to our customers, including addressing any critical incidents and defect resolution.• Work with the vendor and other teams to ensure quality end-to-end service to our customers, including addressing any system problems.• Stakeholder management with internal business units, third parties and system vendors.• Develop and deliver training programmes for system users ensuring effective use of the NMS.• Develop and maintain NMS training documents, job aids and support documents.• Carry out risk assessment of the various systems as required and contribute to the development of a contingency plan in accordance with best industry practice.• Identify risks and propose mitigation strategies for delivery of NMS projects.• Develop functional specifications, procedures and processes for the operation of the NMS.• Manage budgeting, financial planning, monitoring and reporting for all aspects of the NMS area.• Continuous improvement of all aspects of service area as well as delivering cost efficiencies.• Contribute to ESB Networks strategy in the deployment of technologies for enhancing quality of service to customers.• Contribute to the development of advanced NMS and DMS applications.• Contribute to the definition of the OT strategy and OT systems roadmap.• Ensure NMS compliance with Corporate, NIS Directive and international cyber security standards as appropriate.
