Director of Facilities & Engineering UPMC IrelandLocation: Swift Square OneJob type: PermanentOverview of role: The Director of Facilities & Engineering will be responsible for leading the Capital Development strategy and Facilities purpose and function across all sites for UPMC Ireland network.
The candidate will ensure there is a robust Capital Development strategy which aligns to the UPMC mission and optimizes facilities and estate management across the network. The Director of Facilities and Engineering will work closely with the Executive Leadership Team in all Planning and Design aspects necessary to this role and ensure effective working relationships with the wider teams across the UPMC Network to provide oversight and successful implementation.
Primary Duties and Responsibilities: Reporting Structures Reporting directly to the Chief Operations Officer (COO)
UPMC Ireland with an optimum liaison with the VP of UPMC International
Construction / Facilities Management. The Biomedical Engineering function UPMC
Ireland will report directly to the Director of Facilities and Engineering. The Director of Facilities and Engineering is responsible for the
management and oversight of the following direct reporting lines across the
network: Facilities Managers X 3, Facilities supervisor X 1 and UPMC Ireland Projects
Engineer X 1. Sub reporting structures exist within each facility. Biomedical
Engineer Ireland X 1. Reporting structures are subject to change as per service
requirements.Key Responsibilities – OPEX The Director will work with the
UPMC Ireland Executive Leadership to ensure that all facilities meet or exceed
all facility related requirements by providing leadership and management,
expertise, and oversight. − Understand and advise executive
leadership on regulatory, accreditation and permitting requirements and how
to ensure compliance. − Develop and maintain updated
operations and maintenance procedures manuals including Planned Preventive
Maintenance tasks (PPM). − Actively participate / contribute to the overall development
of UPMC and our partner organizations. − Develop a quality assurance
program with regular facility audits. − Work closely with the Director
of Compliance and Clinical Governance and the Director of Insurance and
Corporate Risk Programs in relation to planning, effective corporate
governance arrangements, maintenance issues, insurances applicable to the
portfolio. − Ensure Service Level Agreements (SLA) with other providers are
financially sound, authorized and managed in line with UPMC legal and
financial guidance. − Develop, manage, and oversee the
UPMC facilities teams. − Identify training programs and
ensure that the facility team has the appropriate skills, technical
competence, and certifications as required. − Ensure a culture of safety
culture with the facility teams regarding safety of patients and staff,
visitors and contractors across all sites in the UPMC Network inclusive of
open areas and car parking lots. − Work closely with the Chief Finance Officer (CFO), Finance
Planning and Analysis (FP&A) team on key financial aspects of the role
such as the evaluation of OPEX budgeting and identification of opportunities
for synergies/savings. − Negotiate value for money at
every opportunity across routine operational facilities services. − Understand and recommend the
appropriate contracting approach for maintenance tasks. − Identify and lead the selection of the
necessary consultants, contractors, and vendors. − Work with Stakeholders &
Service Users as a liaison with UPMC facilities team and consultants. − Ensure tasks are managed within
UPMC control systems. − Interact officials outside the
network at a high level to assist with compliance where appropriate. − Support the development of CAPEX
projects with operational and maintenance data and feedback. Key Responsibilities – CAPEX The Director of Facilities and
Engineering will work with the UPMC Ireland Executive Leadership in the
development and execution of Capital Development
Planning/Design/Construction/Management expertise and oversight. − Act as a key resource in the
overall evaluation of potential projects. − Lead an analysis of Budget,
Schedule, and Constructability of potential projects in conjunction with the
CFO and executive leadership team. − Negotiate appropriate value for
money in the development of capital projects with contractors. − Recommend and contribute to the
appropriate design and contracting approach for each type and size of
projects.− Understand and advise executive
leadership on regulatory and permitting requirements where projects are to be
built.− Identify and lead the selection
of the necessary consultants to study the feasibility of the projects in
conjunction with the leadership team. − Identify and lead the selection
of the Design Firm and Construction Firm if a project is to be built by UPMC
in conjunction with the leadership team. − Oversee all aspects of Design
and Construction when projects are to be built by UPMC, including Budget and
Schedule control, and communicate any delays or issues that arise to
executive leadership team. − Serve as a resource and provide oversight in projects where
UPMC will not be directly responsible for the construction of the project. − Develop and manage, as necessary,
the internal staff necessary to deliver approved projects. − Ensure that projects are managed
in accordance with UPMC control systems and / or parameters of applicable
Service Level Agreements (SLAs’) or Manager Service Agreements (MSAs’). Corporate Management − Work with / and support staff to
establish effective support structures for the Capital Development and
Facilities portfolio in and out of hours.− Participate with relevant
stakeholders and maintain a focus on business continuity planning (BCP) to
always maintain patient services. − Support the Health and Safety
Strategy for the UPMC Ireland relevant to Capital Developments and
Facilities. − Hold corporate responsibility for the
development of all policies and procedures for Capital Developments and Facilities and how these
impact on all wider services across the organization. − Represent UPMC Ireland on Capital Development
and Facilities matters as required. − Interact with Customers and government officials at a high
level to assist the business development aspect of UPMC to secure new
opportunities. − Participate in the UPMC Ireland
Sustainability/ Environmental strategy with an increasing focus on carbon
reduction. Key Competencies Problem

- There
is a high level of communication and interaction, liaison and communication
with front-line staff, senior managers, Consultants, Clinical Directors /
Non-Executive Directors within UPMC Ireland and UPMC international. Leadership – The candidate must
demonstrate strong leadership skills with an ability to empower and mobilize
staff and make informed decisions. Strong people management and relationship
management skills are imperative to the position holder. Change
Management / Resilience – ability to be flexible and resilient under pressure and possess critical
problem-solving skills that help you adjust to fast changing environs. Technical
