Job Description:
The General Procurement Lead Role
The General Procurement Lead will oversee procurement and contract administration services for supplies that support the project's directorate and business needs. The role is crucial in achieving the overall best value and ensuring contracts are awarded within the programme/project financial and time constraints.
Key Responsibilities:
* Act as the first point of contact for all general procurement matters related to the project's directorate.
* Deliver general procurement activities as directed by the Commercial Director.
* Coordinate with the Supply Market Management Lead.
* Develop work package procurement plans, including supplier selection, evaluation, and award criteria, aligned with project commercial policies and EU Procurement Directives and Irish National Regulations and laws.
* Prepare arrangements for risk management, contract selection, and contract administration to achieve value for money objectives.
* Prepare briefing packs, pre-qualification questionnaires, and tender notices for EU Directives and Irish National Regulations reporting purposes.
* Oversee the tender process from invitation to appointment, including evaluation panel management and contract execution.
* Coordinate general procurement approvals and authorisations.
* Lead the General Procurement Team to ensure consistency and compliance with Utilities Contracts Regulations, EU Procurement Directives, and other statutes.
* Assist in developing and implementing the Procurement Strategy for the project's directorate.
* Manage contract information on contract registers throughout the procurement cycle.
* Support the Commercial Director in producing Commercial Directorate reports.
* Assist in updating and revising the Procurement Code, Policy, and Procedures.
* Participate in progress meetings to discuss procurement and assurance plans and progress.
* Plan and manage team resourcing, developing a proactive and positive culture.
* Ensure team members are trained and up-to-date on relevant best practices, EU Procurement Directives, and Irish National Regulations and laws.
* Use the team to develop and deliver General Procurement training for procurement teams and the wider organisation.
* Maintain Target Zero principles and promote equality in the workplace.
Requirements:
* Experience in public sector e-procurement and constraints.
* Good understanding of business and procurement management systems.
* Experience managing a team for assurance or procurement purposes.
* Experience in procurement and contract management functions in construction, engineering, and service-oriented areas.
Desirable Skills:
* Understanding of EU Procurement Directives and Irish National Regulations and laws.
* Knowledge of supply markets and effective application of value for money strategies.
* Commercial agreements and legal awareness of contract risks.
* Procuring on behalf of public bodies and delivering in a unionised environment.
* Developing successful commercial relationships.
* Excellent communication and collaboration skills.
* Ability to assess, refine, and continuously improve information management protocols.
* Ability to develop long-term relationships with team members.

Qualifications:
* Level 8 degree in engineering, construction, or a related subject matter or equivalent experience.
* Advanced Diploma in Public Procurement Law or equivalent is desirable.
Professional Memberships:
* Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS), or relevant equivalent.
