This is an exciting opportunity to manage a medical property portfolio in Ireland West, with the main office located in Galway city. As a property professional, you will work across various settings, including offices, sites, and homes.
Key Responsibilities:
* Provide expert advice and support services for the management of the extensive property portfolio in Mayo.
* Work closely with the Property Services team within a State organisation.
* Assist in planning, managing, and rationalising the existing portfolio, including Estates and Campus.
* Provide or arrange independent expertise in property valuations.
* Ensure yearly updates of property valuations for all properties listed in the Property Registers and Database where required.
* Advise on strategies for disposing of surplus lands and properties, particularly 'campus' sites and underutilised properties.
* Develop strategies to maximise operational and financial potential of properties and land assets within portfolios.
* Review and advise on third-party proposals on behalf of clients, including developer proposals, D&B development options, PPP procurement, etc.
* Provide support on development strategies for campus sites and asset management.
* Coordinate service location planning with Local Authority development planning.
* Offer advice and assistance in sourcing properties through public and private development opportunities, public/private partnerships, leasing, renting, and buying options, joint venturing, etc.
* Ensure compliance with Planning and Zoning Regulations regarding all properties.
* Conduct property suitability assessment reports.
* Prepare documentation related to acquisition and disposal submissions to the Property Review Group and Senior Leadership Team.
* Evaluate and advise on costs associated with property transactions and development proposals.
* Inspect and review leases and contracts as needed, arranging preparation of title maps, lease maps, and other maps associated with contract documents for property-related transactions and application submissions to the Property Registration Authority.
* Advise management on reviews of policies and programmes for property procurement, disposal, and development, ensuring such policies and programmes are communicated and agreed.
Requirements:
* At least 5 years' experience in directing and supervising commercial agency, property valuation, property transactions, and/or property management.
* Demonstrate experience in managing large property portfolios, including property acquisition and disposal, and legal and statutory obligations attaching to same.
* Experience in financial planning, budgeting, lease management, and asset strategy development/management.
* Depth and breadth of experience in property management services, including acquisitions, disposals, lease renewals, rent reviews, and valuations applicable to large and complex organisations.
* Professional knowledge and broad understanding of general property management skills across varying markets (experience in Health/Medical or other Public Service desirable).
* High level of technical proficiency to communicate effectively in technical terms with relevant personnel.
* High level of proficiency in valuation and negotiation skills.
* Detailed knowledge of current thinking and best practices in Property Management.
* Knowledge of property procurement options and methodologies within the Public Sector.
* Good understanding of zoning and planning objectives, including development plans and area plans.
* Good knowledge of planning and development laws and Building regulations.
* Working knowledge of current opportunities and trends in estate management, capable of advising on opportunities for maximising potential of a diversified building stock.
* Familiarity with innovative approaches for possible use in Estate Portfolio Management, development, and enhancement, including joint venture options, partnerships, and equity release.
Education:
* A Level 8 (or higher) Quality & Qualifications Ireland major academic award in Property Studies, Property Valuation & Management, or Property Economics.
* Or membership of the Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, or equivalent, with specific designations such as Commercial Agency Surveyor, Property & Facilities Management Surveyor, or Valuation Surveyor.
