Quality & Compliance Officer – HIQA Regulated Setting

Reporting To: Support Services Manager
Contract/Hours: Permanent, Part-Time
Key Responsibilities:
* Identify and implement effective quality systems to support the development of these systems to meet or exceed internal and external requirements
* Execute against established internal audit procedures
* Provide supervision and tactical direction for Compliance functions
* Establish and maintain policies and procedures to ensure compliance with local and state environmental regulations and standards
* Ensure our quality systems strategy adds value to the organization through risk reduction, cost improvement and budgetary responsibility
* Assess/modify quality systems to address changing Regulations or industry standards, providing regulatory interpretation and guidance where required
* Identify and document processes and develop standard operating procedures (SOP's) or Best Practice Documents (BPD's) as required
* Support planning and execution of Internal Quality compliance audits
* Ensure that there are processes in place to monitor and measure all activities related to quality assurance performance improvement
* Develop, measure, and report key quality metrics to drive quality and efficiency
* Support continuous quality improvement efforts and ensure adherence to HIQA standards, conducting audits and assessments to monitor compliance.
* Thorough understanding of the Health & Safety standards/legislation in Ireland
* Schedule, coordinate, and execute various audits, including but not limited to:
o Provider Audits
o Incident, Complaint, and Satisfaction Audits (e.g., Service User, Family)
o HIQA, Safeguarding, and Risk Management Audits
o Medication and Health & Safety Audits
* Develop and manage templates, databases, and reporting tools, analyzing results and generating statistics to support quality improvement objectives.
* Oversee the execution of action plans resulting from audit findings, verifying timely completion and ensuring issues are appropriately resolved.
* Ensure designated centres have updated regulatory documentation, monitoring any changes.
* Develop accessible policies for service users and coordinate periodic reviews to ensure compliance with evolving standards.
* Deliver training to staff on compliance expectations, facilitating adherence to quality standards and organizational procedures.
* Partner with Day Service Managers to maintain compliance with New Directions standards and other regulatory authorities, supporting service excellence through regulatory compliance.
Qualifications And Skills:
* Education: Minimum level 8 qualification required
* Experience: Minimum of three years in the disability sector, including a demonstrated understanding of the Health Act 2007, applicable regulations, and governmental standards for day and residential disability services
* Technical Skills: Prior experience with HIQA audits; high proficiency with MS Office suite
Essential Experience:
* Minimum of three years in the disability sector, with experience in quality assurance and regulatory compliance
* Demonstrated ability to implement change programs effectively
* Strong knowledge of quality management systems and procedures
Key Skills:
* Analytical Ability: Skilled in analyzing and interpreting data, with strong research and strategic thinking skills
* Organizational Skills: Proven ability to plan, prioritize, and manage multiple tasks
* Communication: Exceptional verbal and written communication skills, including report writing
* Adaptability: Able to adapt to change, with flexibility to assume new responsibilities as required
* Confidentiality: Commitment to maintaining strict confidentiality in handling sensitive information
