Physiotherapy/Sports Therapy & Related Services for the Jockeys Accident Fund

The JAF wishes to invite tenders for the provision of physiotherapy/sports therapy & related services at racetracks throughout Ireland as described in Appendices I & II to this document.
This tender process is an open procedure, and any services contract awarded will be for the period from 1 March 2025 to 31 December 2026 (with an option to extend for a further 2 years).
The JAF does not bind itself to accept the lowest price for any tender and will decide itself on the criteria to be applied in assessing each tender.
This tender document does not constitute an offer or commitment to enter into a services contract.
No contractual rights in relation to the JAF will exist until a formal written services contract has been executed for and on behalf of the JAF.
The award of a services contract does not confer exclusivity on the successful tenderer(s).
This tender document supersedes and replaces all previous documentation, communications and correspondence between the JAF and any tenderer, and tenderers should place no reliance on any such previous documentation or communications.
In the performance of any services contract awarded, the successful tenderer(s) (and their staff/sub-contractors if any) must comply with all applicable obligations in the fields of environmental, social and labour law.
It will be a condition of any services contract pursuant to this tender process that the successful tenderer(s) shall, for the term of such contract(s), comply with all applicable EU and domestic laws.
Prior to the award of any services contract arising out of this tender process, the successful tenderer(s) shall be obliged to supply its tax number and tax clearance access number to facilitate online verification of their tax status by the JAF. By supplying these numbers, the successful tenderer agrees and acknowledges that the JAF has the permission of the tenderer(s) to verify its tax position online.
Any actual or potential conflict of interest on the part of the tenderer(s) (or any of their staff/sub-contractors if any) must be fully disclosed to the JAF as soon as possible.
The successful tenderer(s) shall be registered with CORU or other appropriate professional body for the term of any services contract offered, and shall be required to provide proof of registration.
The successful tenderer(s) shall also be required to have appropriate Professional Indemnity Insurance in place, and any other relevant insurances in place such as employers’ liability insurance or public liability insurance, for the term of any services contract offered.
The successful tenderer(s) shall, during the term of any services contract offered, be required to immediately advise the JAF of any changes to its insurance status, produce proof of current premiums paid upon request, and produce valid certificates of insurance upon request.
Tenderers may be required to make a presentation of the proposals contained in their tender. The JAF will not be responsible for any costs incurred by the tenderer(s) related to any such presentations.

All tender prices quoted must be all inclusive (i.e. including but not limited to professional fee, V.A.T, travel costs & expenses, professional supplies & consumables, and any other ancillary costs) and must be quoted in Euro.
Tenderers must confirm that all prices quoted will remain valid for the period 1 March 2025 to 31 December 2026.
Appendix I: Requirements & Specifications:
The following services shall be provided by the Physiotherapist/Sports Therapist to the JAF:
* On track physio services at selected racecourses including:
* Acute sports injury assessments
* Sports injury treatments
* Rehabilitation and maintenance programmes
Qualifications and Experience:
* Bachelor of Science in Chartered Physiotherapy, Athletic Therapy or equivalent Sports Therapy
* CORU registration or a fully Certified member of Athletic Rehabilitation Therapy Ireland or other appropriate professional body
* A post-graduate qualification in sports physiotherapy or musculoskeletal physiotherapy or sports science or strength and conditioning
* A minimum of three years post-graduate experience with elite sports people.
Desirable:
* Physiotherapy, Athletic Therapy or S+C rehabilitation experience with a jockey population
Key Responsibilities:
* Provision of race day therapy to include:
* Pre-race preparation of riders
* Continuation of rehabilitation for riders returning from injury
* Maintenance of chronic issues
* Acute injury assessment alongside Irish Horse Regulatory Board (IHRB) Medical Officer.
* Proficient in all sports therapy techniques for example, sports massage/manipulation, ultrasound, taping, dry needling
* Proficient in recording of clinical notes
* Liaising with IHRB Medical Officer on race day
* Reporting to the Chief Medical Officer of the IHRB as clinical lead
* Communication with colleagues within the on-course team
* Communication with physiotherapy and strength and conditioning team in Irish Injured Jockey Clinic in RACE, Kildare
* Communication where necessary with the wider Jockey Pathway team, to include nutritionist, sports psychologist, career guidance coach and jockey coaching team
* Provide educational opportunities where appropriate to jockeys
Key Requirements:
* Proof of indemnity to treat Professional Athletes.
* Full driver’s licence.
* Availability to work at appointed racecourses throughout Ireland.
* Availability to work weekdays, evenings, weekends, Bank Holidays, Easter & Christmas race meetings, with flexibility around rescheduled race meetings when they occur.
* Provide all necessary equipment, plinth, ultrasound machine, TENS, tapes/bandages, dry needles, consumables.
* Provide written references.
* Provide full documentation outlining previous employment/experience in both clinical and sports environments.
Skills and Experience:
* A comprehensive understanding of the needs of elite athletes in a high-performance environment
* Skilled and knowledgeable about the challenges and subtleties of working in a multi-professional team and managing confidentiality and boundaries effectively
* A comprehensive understanding of the various sports science and sports medicine disciplines
* Skilled in leading and managing behavioural change and maintenance to have a positive impact on rider rehabilitation, injury prevention and performance
* Ability to work well within a multidisciplinary team
Appendix II: Contracts to be Awarded:
The JAF wishes to obtain tenders from Physiotherapists/Sports Therapists for the following two contracts:
* 50 days racing (East racecourses)
* 50 days racing (West racecourses)
Note: A Tenderer may tender for more than one contract. The Chief Medical Officer of the Irish Horseracing Regulatory Board shall advise the JAF of the dates and venues at which the services are required. The dates are subject to change. There shall be a review of required number of treatment dates and venues annually subject to JAF requirements.

West:
Sligo, Ballinrobe, Galway, Roscommon, Limerick.
