Job Summary
The Environmental Compliance Officer will be part of a team within the Environment Department to fulfil our duties under environmental compliance legislation including but not limited to the Waste Framework Directive (Directive 2008/98/EC on waste) and associated directives, Litter Pollution Act 1997, Air Pollution Act 1987, The European Communities Environmental Noise Regulations 2018, Bathing Water Quality Regulations 2008, Water Framework Directive (WFD) (2000/60/EC), Waste Management Act 1996 and Protection of the Environment Act (Including all amendments thereof). This shall include preparation of necessary plans and programmes.
The Environmental Compliance Officer serves as a key point of contact for all regulatory agencies, the public and internal departments providing them with necessary reports and documentation. The officer is responsible for ensuring that the organisation stays compliant with all environmental permits and certifications.
The duties may include, but are not limited to, the following and the post holder may be required to perform other duties as appropriate to the post, which may be assigned to them from time to time and to contribute to the development of the post while in office.
* Managing the environmental compliance, ensuring that all environmental policies and guidelines are followed.
* Work closely with various departments, to ensure that the council meets all regulatory requirements.
* Responsible for implementing and managing environmental programs, ensuring that they are effective and efficient.
* Conducting audits, monitoring compliance, and identifying areas for improvement.
* Develop and implement environmental policies and procedures to ensure that the organization is up to date with the latest environmental regulations.
* Prosecutes or assists in the prosecution of significant breaches of environmental protection legislation.
* Ensuring that the environmental protection activities of the Council by internal auditing of performance, provision of guidance and working through NIECE (Network for Ireland's Environmental Compliance and Enforcement).
* Manage the completion of the reverse register for household waste.
* Review requests and manage the process for using CCTV for sites of illegal dumping.
* Support delivery and reporting of RMCEI targets.
* Working closely with the EPA and managing compliance issues or breaches of compliance raised.
* Any other duties assigned from time to time.
* Working as part of a larger team to ensure that they are undertaking the duties assigned to them.
* Working across departments and responsible for strong engagement to ensure they are aware of obligations and are carrying them out.
* Ensuring service delivery targets are met which encompasses the relevant acts and legislation and in some cases the development of bye-laws.
* Attend various SPC, Team meetings and other workshops on behalf of the section.
* Maximise grant funding through applications to various entities.
* Ensure customer and elected member complaints and queries are responded to in a timely manner.
