Job Description
The Construction Manager inputs throughout the full project lifestyle to ensure the safe, efficient and compliant construction and commissioning of the project. During the pre-construction phase the role holder will input to the Reference Design constructability, by contributing to methodology and phasing. During Tender they will contribute to the assessment of submissions. During Construction and Commissioning the role holder ensures compliance with quality and safety standards, acting as the primary liaison with Contractors, and maintains transparent communication. The role holder is responsible for assessing changes, communicating with stakeholders and collaboratively working with Contractors to ensure safe and smooth execution of the project.
Principal Accountabilities
* Oversee construction inputs during all phases of the project delivery lifecycle: planning, execution, and completion.
* Promote and enforce a strong safety culture through regular meetings and swift resolution of safety concerns.
* Ensure project elements are delivered on time to the project specification.
* Work with construction planners to foster collaboration and productivity.
* Develop detailed project schedules, establish key milestones and contribute to deliverables.
* Monitor progress and proactively address potential delays by implementing recovery plans.
* Collaborate cross functions to ensure optimal resource allocation and strict adherence to timelines.
* Ensure all project works comply with contract specifications, industry standards, and safety regulations.
* Undertake safety tours in the form of SMART and Topical Assurance, these safety tours will be recorded formally via the Safety Management system.
* Oversee quality assurance processes to ensure all project outputs meet or exceed required standards.
* Oversee the Inspection of completed works and survey for the readiness of portions of the work for inspection and for the recording of the outcome and the control of any remedial works required.
* Manage and evaluate the progress of the works on site through regular site visits and inspections, comparing work in progress against contract documentation, the programme and agreed milestones. Use this information to provide accurate updates and project reports to the project team and agreed reporting lines.
* Manage and implement a robust Inspection and Test Plan regime.
* Monitor and assess the competence of contractor’s staff prior to and during all phases of work.
* Act as the primary liaison for contractors.
* Maintain transparent and consistent communication, providing regular updates on project progress, risks, and resolutions.
* Propose and implement cost-effective solutions and optimal resource allocation.
* Perform additional tasks, activities or other duties as may be required or assigned as part of the role.
Experience
* 10+ years experience in Construction, Engineering and Management in large scale multidisciplinary railway engineering and construction projects, or projects of a similar nature (+10 years).
* Demonstrated capability in Construction delivery of complex infrastructure works.
* Experience of stakeholder management on major projects and programmes.
* Able to demonstrate comprehensive knowledge of Safety, Health and Welfare at Work (Construction) (Amendment) Regulations 2020 and experience on railway engineering projects.
* Demonstrable experience in the promoting and ensuring exemplary standards of health and safety on large-scale construction projects.
* Demonstrable experience of the implementation of health, safety, environmental and quality management processes.
* Knowledge and experience of NEC 4 Contract suite, and commercial awareness.
* Proven ability to understand and contribute to the development of project implementation and associated commercial strategies for large-scale projects.

* Ability to effectively lead and guide teams and maintain clear communication with all stakeholders.
* Strong knowledge of developing and executing comprehensive project plans, schedules, and timelines.
* Strong understanding of railway construction processes, materials, and techniques.
* Ability to identify potential risks and develop mitigation strategies.
* Strong understanding of quality standards and safety regulations, ensuring compliance.
* Ability to address unexpected challenges and adapt to changes.
* Strong knowledge of monitoring project costs and ensuring optimal resource allocation.
* Effective communication and leadership skills.
* Knowledge of Engineering & Construction Assurance Processes and the ability to assure works based on the technical drawings.
Qualifications
Formal Education Qualifications
* Minimum Level 6/7 (NFQ) (or equivalent) in relevant subject area e.g., engineering, construction, project management is preferrable but not required. - to be validated by Function Director.
Practicing / Training / Compliance Certification
Advantageous however not mandatory for this role:
* Additional Professional Qualifications in Engineering or Construction/Project Management. - to be validated by Function Director.
