Our client, The Land Development Agency (LDA), is a key Government Commercial Semi-State Body. It delivers social and affordable housing on State and other lands. The LDA is overseen by an independent board of directors and funded with €3.75 billion of equity capital committed by the Government.
The LDA has commenced construction on various state-sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It also delivers affordable housing by working with private sector partners through an initiative called 'Project Tosaigh', which will yield a further 5,000 homes on land provided by housebuilders.
In addition to its direct delivery projects, the LDA is working on large-scale, longer-term strategic areas through master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin, and Sandy Road in Galway.

The Role
This role offers the right candidate an exciting opportunity to lead a wide range of transformative residential and regeneration projects across the country through the development life cycle.
Getting hands-on experience on some of the largest residential developments in the state will provide the successful candidates with the opportunity to further progress their career in the professional development sector. The ideal candidate will have all necessary technical and commercial acumen required in delivering landmark projects, but importantly will need to be a team player with the drive, work ethic, and adaptability to respond to the exciting challenges of the LDA mandate.
Role Purpose/Duties
* You will join a growing team of development professionals and lead on a wide variety of large-scale residential-led developments.
* Oversight of developments at various stages of the development life cycle from early concept, acquisition, planning, design, procurement through to delivery and handover.
* Undertaking initial site feasibility studies, identifying development opportunities and constraints.
* Developing and implementing development strategies and supporting investment cases; leading optioneering analysis and the recommendation of optimum delivery approaches.
* Coordinating and liaising across all development functions, seeking and managing inputs from both internal and external project teams and key stakeholders.
* Leading on the appointment of design teams, other professional service providers, and construction contractors (including scope definition, preparation of tender documents, and tender evaluation).
* Leading interaction with project stakeholders such as local authorities, utility providers, private developers, and landowners; building and maintaining working relationships.
* Proactively managing design teams and other professional service providers from a technical, programmatic, and budgetary perspective.
* Working with the wider LDA team for effective delivery of project work streams and delivery of projects.
* Overseeing administration and management of all project documentation, including contracts, monthly project reports, programs, development budgets, project registers, and trackers.
* Managing a small core team of LDA development professionals.
In addition, the successful candidate will be expected to support and actively contribute to wider business development and corporate strategy initiatives. The successful candidate will also be expected to maintain the LDA's core values at all times.
Person Specifications/Requirements
* At least 12 years' experience in the various stages of the property development sector.
* Holding a recognised degree-level qualification in the construction or development sector.
* Excellent relationship management skills (both internal and external).
* Strong development management skills, with a proven relevant track record.
* Experience of taking developments through initial feasibility, planning, design, tendering, and pre-construction.
* Project lead - leading multi-disciplinary teams, building and managing stakeholder relationships, project management skillset, excellent communication skills, and understanding of procurement processes.
* Commercial acumen - understanding viability and cost drivers, driving optioneering and commercial analysis, drawing insights from Cost Plans, feeding into and managing budgets & cashflows, managing appointments and controlling variations.
* Technical knowledge - broad understanding of technical disciplines, promoting sustainable climate-resilient development, understanding of the planning system, understanding of construction buildability, informed challenging of technical solutions, value engineering skillset.
* Knowledge of public procurement is an advantage.
