The College has a rich tradition of education since its establishment in 1782. Its historic campus close to the centre of town offers an ideal learning environment.
The College has a strong reputation for the quality of its education, based on small class sizes, an engaging and research active faculty, with strong academic and pastoral supports for students.
Currently it delivers undergraduate degree programmes to level 8 in Arts and Humanities, English and History, Applied Social Studies in Professional Social Care, and Social Political and Community Studies.
A professionalising M.A. (Leadership in Therapeutic Child & Social Care) is delivered at postgraduate level. Additionally, it has an international programme attracting students from a number of Colleges in the United States.
Overview of Role:
The Head of Technology will have overall responsibility and accountability of the technology infrastructure within Carlow College, St.
Patricks, ensuring business continuity of daily operations through a technological platform, broken into a number of areas (IT Strategy, Hardware infrastructure, Support, ICT/Information Security).
The Head of Technology collaborates with all business units across the College to meet the needs of all staff and learners through research, design and implementation of new technology while also aligning with the overall strategic direction and mission of the College.
Project management is a significant part of this role in order to ensure effective design, initiation, planning and execution of all projects owned and collaborated by the Head of Technology.
Due to the rapidly evolving nature of technology, the role also requires continuous review and implementation of controls for regulatory compliance such as GDPR, information security procedures and project management legislation.
The IT and Student Systems Manger will have responsibility in communicating and generating awareness to relevant stakeholders of effective use and implementation of new technological systems, processes and best practice for effectively supporting the growth and strategic objectives of the College.
Management of the IT Department is carried out through IT policies and procedures written and implemented by the Head of Technology.

The underpinning principles of the role as line manager will be to develop and build on collaboration between professional support staff and services and the management of data processes within these respective areas.
This incorporates process development and strategy building to ensure a cohesive and structured approach to academic support and management of student data while also contributing to a larger framework which supports high quality data analytics for the college.
Primary RESPONSIBILITIES:
Monitor and oversee system and network performance (including VLan/VMware/Meraki /CTMP/SAN storage anagement/Backup infrastructure and redundancy). Management of SLA's and KPI's and third-party providers. Monitor of all on-premise and primary cloud hosted systems. (VLE/SRMS/Turnitin/Office365) -including DNS hosting and records. Responsible for software Licensing Management. Oversee activities carried out by IT Staff to ensure critical system processes are operating in line with IT policy.
Should be carried out through reporting to monitor the following:
o WSUS Data Backup and Recovery Anti-Virus Central Management IT Inventory - Asset Management Register IT Documentation and Knowledge Base Transparency of all IT calls through logging system

Immediate o Printing Services Oversee purchasing of IT equipment and IT expenditure. Provide support for high level technical issues. Responsible for Information Security and Integrity risk management through technological platform.
Oversee management of Active Directory, ensuring all preparation and updating is carried out at key times of the year for user management.
Strategy:
Collaborate with HEAnet under Campus Agreement for further development of IT Architecture.
Manage IT projects, including the design and deployment of new IT systems and services in collaboration with arious departments and business needs of the College.
Work closely with the Data Protection Officer on data management and record management processes and rocedures in addition to GDPR considerations for systems management (VLE/SRMS /development of reporting nd data analytics).
Develop and review all policies owned by the IT department. Regularly audit systems in line with College policy to ensure the College is compliant with Quality Assurance equirements. This also includes continuous review of process improvement for IT department. Introduce initiatives to improve digital literacy within the College and promote technological awareness. Work closely with departments across the College to ensure efficient planning is in place to support key dates hroughout the academic year through technology systems (i.e. registration/electives process/examinations/result anagement/VLE and Turnitin preparation. Manage, support and develop the role of technology in overall delivery of learning and through the greater objective f organisational strategy (e.g. Academic Framework/ Technology Enhanced Learning).
Ensure scalability and agility of College systems to support further development of online learning, working losely with the IT Team to provide a "fit for purpose" It infrastructure that aligns with the growing potential for lended Learning.
Manage third party contracts and SLA's for the IT department ensuring all support agreements are being fulfilled nd all licensing is up to date and correct as per regulatory compliance requirement.
Identify and implement information security controls to mitigate vulnerabilities which may cause any breach of security to the College using IRMS/ISO best practice guidelines.
Conduct risk analysis and assessment of information security, reviewing regularly and initiating change where ecessary. Develop unified user experience and understanding of technological tools.
Line Management rovide support and leadership for collaboration and the efficient running of offices in the IT Department and RMS.
, Oversee alignment of professional support functions in terms of data management processes and development f strategies around use of College data systems.
Develop a culture of initiative, skill utilisation and strong team spirit among colleagues which will support the trategic direction of the College.
Identify opportunities for training and upskilling to encourage personal development within professional support Functions through consultation and partnership with the HR Department.
Promptly complete all annual or other (probationary) performance reviews for all staff in line with the College's policies and procedures.
Manage leave, absence and resourcing for all staff managed through the Bright HR system.
Continuous interaction with National Bodies (HEA/QQI/CAO) to ensure internal systems and processes are fit or purpose to meet national standards and requirements.
Ensure system requirements, processes and guidelines are in place to facilitate key dates across all academic upport offices.
IT Manager Function Activities Development of IT Strategy and Governance to create overarching precedence and recommended guidelines or technology use within the College, which also aligns with organisational strategy.
Development of IT Policies, including email, internet usage, remote access, security and acceptable usage ualifications and Essential Experience Significant experience in a similar role.
Proven track record in IT Leadership with experience of delivering technical change and working across rganisations. Previous experience in an IT operational and general management role. Bachelor's degree or equivalent. Holding a relevant MSc is preferable. Must have proven track record of executing IT strategy, managing a complex technical environment and emonstrating IT leadership. Demonstrable experience in managing data in line with GDPR.
Must have a high-level view of all technology areas - strategy /projects/ delivery/ operations / relationship anagement and contribute to business aligned strategy.
