The Role:
The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann.
The Asset Investment team is accountable for developing and managing Uisce Eireann’s investment portfolio in line with business objectives and long-term strategies. The function is required to develop and manage the investment portfolio to ensure the investment portfolio is optimised against business constraints. They also support the business in achieving its required business outcomes, including information requirements and conducting post investment reviews for capital investments.
Reporting to the Investment Lead, the Investment Analyst is responsible for coordinating investment planning and portfolio management activities including development of the Uisce Éireann Capital Investment Plan. The role holder supports the Investment Lead with the management of the investment portfolio including governance of change to investment data (the Six Dials), investment appraisal and post investment review.
Main Duties and Responsibilities:
Conduct analysis on the alignment between current and proposed investment programmes against long-term strategic plans.
Provide reports and insights by collating investment information including financial and non-financial for various regulatory and business submissions.
Review selected Investment Plan information and conduct analysis of trends and data to identify and escalate any issues, problems or risks which may affect the investment portfolio.
Verify that budgets are robust, that risks are quantified and managed and that project outcomes are likely to be achieved
Support the business to prepare investment appraisal in accordance with the requirements of the Public Spending Code.
Conduct post-investment review to enable refinement of the planning process
Develop and apply prioritisation rules relative to business objectives
Support the investment approvals process and change control
Support the flow of projects through the Investment Approval Committee
Proactively identify and drive improvements in the Asset Investment area
Participate in ongoing Asset Management projects as required
Raise risks and issues as appropriate to the Investment Lead
General Duties and Responsibilities
Collaboration with key internal stakeholders across the UÉ business
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level qualification and or accreditation is desirable and or relevant experience
A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable, preferably with financial acumen.
Ability to develop and maintain effective effective partnerships with key stakeholders internally and externally
Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
