Job Description:
The Fire Prevention Officer and Fire Engineer will provide risk management advice to protect staff, public, and patients in medical facilities such as hospitals or Medical Centres. This role is focused on Fire Safety while ensuring the organisation's compliance with legal and statutory obligations related to Fire Health & Safety Prevention.
Main Responsibilities:
* Advise on equipment suitability to reduce risks within the organisation, aiming for standardised products in consultation with the Procurement Team.
* Report to managers and relevant committees on areas of fire and infrastructural risk where action is required.
* Receive copies of accident reports relevant to their area of expertise, investigate if necessary, and provide accident investigation reports.
* Be a member of the Integrated Quality and Risk committee and be co-opted onto other groups as necessary.
* Monitor and report on the health and safety performance of external contractors engaged on Construction-related activity on the organisation's premises.
* Assist in setting up and amending Emergency Plans.
* Provide input into planning expenditure on Fire Safety by highlighting essential works required.
* Perform regular inspections of buildings, means of escape, and all fire-fighting equipment, ensuring it is properly located, well-marked, in good repair, and working order.
* Review and draw up fire orders, including evacuation schemes for various types of buildings and institutions, focusing on mentally ill and non-ambulant patients.
* Conduct regular inspections of places, premises, and equipment presenting a special risk of fire and report any breaches of the fire prevention code.
* Instruct staff on fire hazards, summoning the fire brigade, operation of fire alarm and equipment, means of escape, curtailing an outbreak, smoke spread prevention, and evacuation.
* Arrange regular fire drills, monitor water supply volume and pressure for firefighting purposes, and identify hydrants clearly.
* Advise on interpretation of Fire Protection Standards and Building Regulations issued by Government Departments and ensure their implementation.
* Monitor means of escape to ensure they are safe, adequate, operative, and clearly indicated.
* Keep proper records of inspections, fires, evacuation drills, fire-fighting equipment, and other matters related to the Fire Prevention Officer's office.
* Submit written reports to the Engineering Manager at three-monthly intervals on the state of fire prevention services and immediately report all outbreaks of fire, breach of the fire prevention order, and failure to perform fire drill.
* Implement fire prevention work programmes under the direction of the Engineering Manager.
* Monitor and report on management of Health, Safety, and Infrastructural Risk issues.
* Assess continuous professional training requirements for staff and advise the Engineering Manager on appropriate courses.
* Engage in the organisation's performance achievement process.
* Monitor the performance and implementation of the organisations Safety Management programme.
* Act as an information source and resource on fire safety, general safety, health, and welfare matters.
* Advise, guide, and participate in risk assessment processes within the area of fire maintenance and infrastructural risk.
* Support sustainable energy, water, and waste initiatives to create a more sustainable, low carbon, and efficient health service.
* Achieve targets and plans, complete agreed programmes within allocated budget.
Requirements:
* Hold a HETAC level 7 qualification (NQF) in engineering, fire engineering, architecture, Health and Safety, or Building Services/Building Surveying.
* Have at least two years' experience in a comparable Fire and Safety role, demonstrating similar duties and responsibilities on your CV.
* Demonstrate proactive commitment to communications with internal and external stakeholders.
* Develop good working relationships with team members and administrators of institutions.
Opportunities:
Excellent progressing opportunity with a State Organisation. Standard Working hours are 35 weekly, Monday to Friday (business hours). Salary is €55,000 - €60,000 with annual increments thereafter plus mileage expenses.
