Camphill Communities of Ireland (CCoI) are recruiting for: Head of Finance 1 Main purpose of the role The primary purpose is to support the CEO and Board of Management in CCoI to ensure financial compliance and accountability in respect of the financial business of CCoI in its entirety.
The post holder will undertake a leadership role as a member of the Senior Management Team. This job description describes the roles and responsibilities as currently envisaged. These may change over time in the light of changing circumstances or developments within the national disability sector programme.
2 Overall Objectives 1.
To support the CEO and Board of Management in CCoI to ensure financial compliance and accountability in respect of the financial business of CCoI in its entirety.
* To ensure the development and implementation of best practice in relation to the management of the finance function within Camphill and to achieve the delivery of Camphill's business objectives. 3. To deliver change through partnership with the various internal and external stakeholders.
To personally demonstrate behavior consistent with the Values of the Organisation and ensures this is reflected across the workforce.
To provide leadership and development of the finance team.
3 Key Responsibilities Key accountabilities of this post are to: Financial policy - to establish and monitor a full set of financial policies appropriate to the Organisation.
These will include maintaining financial compliance with the requirements of the various regulatory and funding agencies that Camphill interact with e.g.
Charities Regulator, HIQA, HSE etc.
Financial control - to ensure that the management of finance within Camphill is fully compliant with regulatory requirements and to ensure that all financial practices carried out in Camphill are handled in an appropriate manner Promote and manage change to maximize efficiency - to manage and monitor the use of the organisation's resources Financial reporting - to ensure the preparation of year-end accounts and other financial reports as may be required Relationship with external stakeholders - to work closely with Camphill's external auditors, advisors and other stakeholders as required in respect of all financial matters Maintenance and development of an effective system of financial controls Maintain and develop a system of Internal Financial Controls to ensure budgetary control, management and accountability.
Report on variances against budget and provide detailed explanations.
Identify and report on financial trends and identify corrective action in liaison with the CEO and his/her senior management team.
Ensure all reporting is delivered within the agreed timeframes.
Develop service user costing systems to support service planning.
Monitor and report on budgetary performance through the preparation of monthly management accounts.
Management of day-to-day operations of the finance function Manage the day to day operations of the finance functions of the CCoI centres to include: Salaries Accounts Payable Patient Accounts (Accounts Receivable) Management Information Systems Provide full supervision of all duties carried out by Finance staff in the CCoI centres and deal with any competency issues.
Promote and ensure full compliance with all Finance policies, Finance Regulation procedures and best accounting practice at all times.
Assist with the integration of financial and management information systems and procedures within CCoI centres.
Management of financial resources to maximise income and ensure efficiency Promote best practice in cost control and income generation.
Advise on opportunities for value for money initiatives.
Ensure that all financial resources are used in the most effective and efficient manner in the delivery of day to day services.
Develop KPIs, financial governance arrangements, financial systems and business re-engineering processes.
Implement existing and new accounting policies and procedures to ensure compliance and efficiency Preparation of financial reports Prepare year end returns as required.
Prepare other monthly financial reports as requested by the CEO or Board of Directors.
Qualifications, Knowledge & Experience A fully qualified registered accountant (Essential) A minimum of 3 years' experience in a leadership role (Essential) A minimum of 5 years post-qualification experience (Desirable) Proven experience of participation at senior management/board level of an organisation (Essential) Demonstrable experience of managing substantial resource allocation and budget management (Essential) Experience of negotiation with external stakeholders around funding levels and service level arrangements, e.g.
HSE (Desirable)
Experience of resource management in a large values-based organisation (Essential) Experience in driving change across a large organisation in establishing and embedding new systems and processes (Essential) Details of the Role:
Grade: Grade 8 - €76,152 - €98,835 Per annum (based on a 40 hour week)
Salary will be commensurate with qualifications and experience Location:
Head office in Dunshane, County Kildare, attendance at other locations as appropriate.
