About the Project
Nicholas O’Dwyer Ltd has been appointed to undertake the consultancy services for the Dili, Timor Leste Water, Sanitation and Drainage Project. Dili faces significant sanitation challenges that affect the health and well-being of its residents. This project aims to address these challenges head-on by providing a comprehensive sanitation scheme that not only mitigates the disease burden but also brings about positive social change and empowerment.
About the Role
The Project Engineers will be based in Timor Leste and will be mostly on-site. They will report to the Team Leader or Design Coordinator and will be responsible for various tasks related to field surveys, data management, network design, WWTP design, Pumping Station Design, and other related sanitation design activities including:
General Requirements:
* You will be degree-qualified in Civil Engineering with a background in Water/Wastewater Engineering; exceptional candidates in other engineering disciplines such as Chemical, Mechanical, or Electrical will also be considered.
* Experience in the delivery of Water/Wastewater engineering services, with experience in the design of one or more of the following: Sewage Network Design, Wastewater Treatment Plant Design, Wastewater civil infrastructure, Sea Outfall Designs, Pumping Station Design, Site Supervision of Data Gathering.
* A minimum of 8 years of relevant experience.
* Good time management skills, with the ability to prioritize work and manage many tasks concurrently.
* Excellent communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team.
* You will have an agile and “Can Do” mindset.
* Be highly motivated to succeed and progress your career within this consultancy.
Project Specific Requirements:
Language Proficiency: Proficiency in Tetum and Portuguese is beneficial since these are official languages in Timor Leste and can aid in communication with local stakeholders.
Field Survey Skills: Proficiency in conducting and managing field surveys, which may include topographical surveys, geotechnical investigations, and terrestrial LIDAR surveys. Experience in the Quality Assessment (QA) of field surveys will be beneficial.
Network Design: Ability to carry out sanitation network designs for both simplified and conventional sewer systems. This involves designing the layout and specifications of sewer networks. The Engineer will be required to walk the routes, confirm the proposed alignment, and identify suitable connection points while addressing constructability issues in sewer designs.
Data Management: Skills in managing data gathering, organization, and analysis related to field surveys and network designs, including using GIS (Geographic Information Systems) for data collection and updating.
FIDIC Knowledge: Familiarity with FIDIC Yellow and FIDIC Red Design contracts and guidelines.
Basis of Design Reports: Support the preparation of Basis of Design Reports, which provide a comprehensive overview of the design approach and rationale.
Environmental Impact Assessment (EIS) and Environmental Management Plans (EMPs): Experience in the preparation of EIS and EMPs, which are essential for assessing and mitigating the environmental impact of infrastructure projects.
Stakeholder Engagement: Ability to engage with stakeholders such as local communities, Succo Chiefs, government agencies, and businesses to address concerns and gather input related to sewer design and connections.
GIS Data Management: Collecting and updating GIS data from the field to maintain accurate and up-to-date records.
Census Surveys: Assisting during a large-scale census (30,000 properties), QA management, and supporting the PAP surveys.
Construction Drawing Development: Sketching and developing construction drawings in collaboration with the Design Manager, Civil Engineer, or Lead Civil Technician.
Regulatory Compliance: Ensuring that all design drawings and specifications comply with national standards and regulations and proposing amendments as necessary.
