Job Brief:
The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Deputy Program Manager to support our government customer located on Kauai, Hawai'i. We are seeking a highly engaging leader capable of effectively managing multiple contract and non-contract related requirements, technical actions, administrative actions, tasks, and assignments.
DESCRIPTION OF RESPONSIBILITIES:
1. Responsible for the overall management and coordination of this contract.
2. Serve as an alternate point-of-contact with the Government for the performance of all work under this contract.
3. Physically present on-site during regular working hours.
4. Available on-site within one hour after the Government’s designated regular working hours outlined within the contract.
5. Coordinate contract matters with various Government elements/customers such as the PMRF Deputy Technical Director, Administrative Contracting Officer(s) – (ACO), Contracting Officer Representative (COR), and other Government authorities.
6. Coordinate effectively with employee Unions, addressing Collective Bargaining Agreement (CBA) issues, concerns, and actions.
7. Interface with Government Service Managers (GSMs) and COR regarding contract and project activities; and performance or quality issues.
8. Coordinate with corporate headquarters personnel for operational guidance and support.
9. Attend management functions and meetings with PMRF Government representatives, NAVSUP Government representatives, and community leaders.
10. Manage contract Technical Instructions (i.e., Task Orders) and ensure the successful completion of multiple technical tasks within prescribed contract, performance, and quality standards.
WORKING ENVIRONMENT:
General office environment on a Military installation with various on-site visits at numerous Military locations on the island. Effective and professional oral/written communication and interpersonal skills are required.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
Bachelor’s degree, preferably in Business Administration, Management, or related field. The bachelor’s degree is based on a 4-year course of study from a US accredited college, university, or equivalent institution.
REQUIRED SKILLS AND EXPERIENCE:
1. Minimum five (5) years of experience in DOD contracting, including management of IDIQ, CP, and/or FFP programs with increasing responsibility.
2. Experience managing and balancing prime and subcontract skill mix.
3. Experience managing DOD programs/teams of a minimum of 100 FTEs or related personnel.
4. Experience in Business and Financial Management, Contracts and Subcontracts Management, Quality Management, IT Management and Cybersecurity, and Range Operations.
5. Excellent communication skills (verbal and written).
6. Excellent organizational skills.
7. Proficient in MS Office (Word, Excel, Visio, PowerPoint), Teams, Outlook, and SharePoint.
8. Effective supervisory skills; ability to clarify team purposes and goals, build team commitment, and strengthen collective skills.
9. Ability to lead a team successfully through project-driven schedules to deliver high-quality outcomes.
10. Ability to prioritize and manage numerous simultaneous activities and projects.
11. Effective conflict resolution skills.
12. Ability to identify, classify, and mitigate risks to ensure successful delivery of contract requirements.
13. Experienced in customer interfacing.
REQUIRED CITIZENSHIP AND CLEARANCE:
SECRET security clearance is required. Applicants selected must be U.S. Citizens to apply for a Secret Security Clearance and must meet eligibility requirements to obtain clearance prior to commencement of employment.
