Key responsibilities:
1. Provide field engineering assistance, inspections and checks to facilitate construction works. Ensure resolution of all site raised technical and engineering queries.
2. In conjunction with the DPS planning engineer, carry out detailed Level IV planning including identification of work scope activities and materials availability.
3. Ensure field construction operations are fully supported by the timely supply of the latest Issued for construction (IFC) drawings, specifications, procedures and method statements.
4. Ensure contractors compliance with the DPS site quality plan, method statements, risk assessments, inspection and test plans and provision of quality documentation.
5. Provide technical assistance to ensure that all construction material, equipment and vendor packages are properly inspected on receipt, correctly maintained during storage and installed in accordance with required specifications.
Duties:
1. In conjunction with the DPS Chief Field Engineer, organize and carry out all field engineering and inspection work in accordance with DPS procedures, standards, site quality plan and instructions. Study and assess all drawings, specifications etc. and give or obtain rulings on all construction matters that require engineering interpretation.
2. Ensure that all drawings, specifications, procedures, work practices, contractors method statements, risk assessments, quality plans etc. are indexed, available and retrievable and that the latest AFC issues are being correctly worked to. Ensure as-built drawings and vendor information is maintained and handed over to the Client/Operator to suit the plant start up sequence.
3. Establish and maintain all necessary checks and discipline quality audit programmes to ensure contractors compliance with the site quality plan, method statements, inspection and test plans etc. Control field changes and investigate, remedy and close out any non-conformances.
4. Assist the Chief Field Engineer in carrying out the Construction Risk Assessments. Ensure residual risks are identified and communicated to the construction contractors. Assist in identifying the areas of work that require further detailed risk assessments, following up to ensure actions are closed out.
5. Assist the DPS Material Controller to inspect all specialist vendor packages and equipment upon delivery to site and prepare reports for backcharges and insurance claims due to damages and shortages.
6. Assist the DPS Material Controller to routinely inspect and review all stored materials and equipment to ensure compliance with preservation and maintenance procedures, specifications and Client/vendor requirements. Where necessary, issue instructions for corrective actions.
7. Arrange for the site attendance of vendor servicemen when necessary and ensure that accurate records of their hours and costs are maintained and authorised.
8. Assist the DPS Field/Area Superintendents in ensuring that the site and home office construction activities and deliverables are co-ordinated on a day to day basis with the Construction Co-ordinator based in the home office.
9. Continually review with DPS construction supervision, all contractors working procedures and method statements to ensure practical, safe and timely working.
10. Review with the DPS HSES Officer and construction supervision, all permit to work requirements and ensure availability of authorised personnel. Assist in the inspections of contractors tools, plant and equipment to ensure continuation of site safety certification.
11. Participate with DPS construction supervision, contractors and Client in team building events and assist in the training of personnel as required.
