The Role:
The Asset Operations functions form the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operational Control Function has responsibility for developing, implementing, and managing the activities of key technical teams and infrastructure, which provide expertise and excellence on a national basis in collaboration with, and complementary to, the Regional and Local delivery of routine front-line water and wastewater services.
The Dam & Reservoirs Supervising Engineering Technical Lead will report to the Operational Planning Manager and is responsible for the supervision and routine inspections of dams & reservoirs in each Region.
Main Duties and Responsibilities:
Responsible for the supervision and routine inspection (daily/weekly/monthly as identified) of the dams within each Region, as set out by the Dam Monitoring and Supervision Strategy liaising with the Water Operatives on same.
Responsible for the preparation of and supervision of a programme for the regular inspection, cleaning and maintenance of all Reservoirs within each Region region, liaising with the Water Operatives on same.
Responsible for the implementation of all operational practices by the Water Operations team, from the monitoring to the maintenance of dams and reservoirs.
Responsible for ensuring that Dam management operational procedures are implemented by the Water Regional O&M Manager and the Water Operations teams.
Responsible for ensuring that the Reservoir Inspection & Cleaning operational procedures are implemented by the Water Regional O&M Manager and the Water Treatment Operations teams.
Responsible for scheduling maintenance and calibration of all Dam & Reservoir monitoring and control equipment according to the guidelines and procedures.
Responsible for scheduling maintenance of all civil Dam & Reservoir structures according to the guidelines and procedures.
Ensure that procedures are implemented at the Dam & Reservoir structures and consider the implications of all performance deviations.
Ensure all information is accurately recorded and promptly reported for audit purposes using the technology systems provided.
Responsible for ensuring the monitoring and control of Dam & Reservoir information via telemetry systems is reviewed.
Responsible for preparing monthly reports, certifying the safety of the Dams under supervision and Reservoirs under inspection, including raising concerns with recommendations in order to attain a level of safety deemed acceptable for such certification.
Responsible for drafting annual Dam safety & Reservoir Inspection & Maintenance reports.
Responsible for the review of Dam & Reservoir telemetry information on a daily/weekly/monthly basis and addressing changes to normal behaviour.
Responsible for leading and guiding the Water Operations teams in relation to any routine or outstanding supervision or maintenance activities to be carried on the Dam & Reservoir sites.
Provide expertise to the business in relation to knowledge of Dam & Reservoir design, including site investigation, structural design, and site supervision and monitoring.
Engage with external stakeholders as required with regards to Dam & Reservoir Safety e.g. ESB, Landowners, Fisheries.
Responsible for ensuring best practice Dam Management and Reservoir Inspection, Cleaning & Maintenance procedures are in place by keeping up to date with industry standards.
Responsible for adhering to HSQE plans, policies and procedures.
Responsible for monitoring and reporting KPIs for processes over which they have ownership (Dams & Reservoirs).
Responsible for carrying out any other duties deemed necessary and / or required
General Duties and Responsibilities:
Collaboration with key internal stakeholders across the UÉ business, including but not limited to; (List Stakeholders in bullets below).
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level qualification and or accreditation is desirable
A minimum of 5 years experience in the water, utilities or similar industries is desirable and or relevant experience (preferable in a role that involves structural, geotechnical or hydro-geological engineering)
Required to have in depth knowledge of the application of the Dam Monitoring and Supervision Strategy
Demonstrate appropriate knowledge of the relevant legislation
Knowledge of dam design, including site investigation, structural design, site supervision and monitoring

Strong observational skills, ability to recognise structural problems within a Dam

Full, clean and valid Irish category B driving licence is minimum requirement. Additional Driving License categories an advantage. A clean driving licence is defined as meaning that the applicant has not been convicted of an offence under the Road Traffic Acts (other than an offence for which the penalty is the imposition of penalty points).
