Head of Housing, Property, Dublin (Full Time)Dublin, IrelandDescriptionHead of Housing, PropertyLocation: DublinContract: Full-time, Specific Purpose ContractThe purpose of this role is to assist the Director of Property and Housing to deliver a professional housing management and maintenance service that meets the needs of the tenants.What you will do:Manage and develop the housing & property team and staff with regard to performance appraisal, staff development, team development, engagement, and communication.Manage & co-ordinate the development of property and estate management arrangements.Ensure all properties comply with current legislation and guidelines.Manage the review and development of property management procedures and policies accordingly.Work with Services as joint lead on Housing Working Group to ensure rollout of consistent practices across all regions.Manage all aspects of Tenancy agreements, in particular the management of ASB.Prepare for and represent the organisation at RTB hearings, where necessary.Co-ordinate RTB registration and relationships with all recognised resident associations and management companies.Represent the organisation at external stakeholder forums and the Property function at internal working groups.Maintain data integrity of the Asset Management Plan.Manage programme of Stock Condition Surveys to inform Asset Management Plan.Be responsible for translating the agreed Asset Management Strategies into repair & maintenance programmes at the operational level that form the Association’s rolling maintenance plan within the context of the 30-year Business Plan, including any energy retrofitting works.Be responsible for property management & maintenance budgets and plans including multi-year plans and the management, reporting, and control of costs regarding the above. Ensure all such works are achieved within budget. Work with the Finance function accordingly.Ensure that the quality of the property portfolio (residential, office, and communal) is maintained to the highest possible level.Drive an improvement in the level of procurement for all maintenance and be able to demonstrate that we run an efficient and price competitive procurement operation that provides value for money. Proactively manage internal maintenance staff, external suppliers, and management companies to achieve this.Ensure that robust systems are in place to track and record all maintenance works and to adequately report same.Ensure that caretaking plans are adhered to and updated where necessary.Ensure rent collection is as effective as possible across all tenancies and manage rent arrears.Agree, set and meet targets for rent collection.Maximise collection by automated means.Ensure consistency of rent charges.Ensure consistency of non-rent charges such as service charges.Manage all voids and vacancies to ensure they are kept to a minimum.Ensure there is a measurable and transparent process for tracking voids.Work closely with Services and Local Authorities, where necessary, to ensure the timely allocation of tenants to our properties.Ensure the efficient and smooth transition of units from the Development team to the Housing & Property Operations team.Support the Health & Safety Manager in the implementation of the Health & Safety Policy to ensure the effective delivery of health & safety.Ensure that health & safety is implemented across the organisation and ensure that procedures and working practices are reviewed and updated on a regular basis.Work with Services function to ensure that contact with our customers is seamless, appropriate, and professional and develop sustainable communities for which our customers have a sense of pride and ownership.Ensure there is a transparent method for tracking that customer and tenant satisfaction levels meet an agreed high level.Ensure information in regard to KPIs is recorded correctly in a timely manner and reported to the Executive and Board.Compliance and reporting with external benchmarks including Local Authorities, Housing Regulator, and RTB requirements.Measure appropriate KPIs in relation to property operations.Carry out any other duties that may be assigned by the Director of Property and Housing.What you will need:A relevant 3rd level qualification to at least degree level.A minimum of 5 years management experience in social housing.Practical experience in preparing RTB cases and attending Adjudication and Tribunal hearings.Proven knowledge of all relevant legislation.Proven leadership capability, drive, and ambition with ability to take the initiative.Positive and proactive approach to managing diverse teams.Proven ability to network and to foster positive relationships both in the wider community and in the sector.Strong commercial acumen and proven success for delivering objectives.Strategic planning, project management, budgeting, and management skills.Excellent conflict resolution skills.Professional communications skills including excellent presentation skills.Car owner and full driving licence.Focus Ireland is an equal opportunities employerWe are driven by the fundamental belief that homelessness is wrong.
