We want committed, values driven staff to join our and are currently looking for a Global Monitoring, Evaluation and Learning (MEL) Officer to be part of our Monitoring, Evaluation and Learning (MEL) team.
The MEL team sits within the Strategy, Advocacy and Learning (SAL) department and works primarily to support Country Programmes. Central to the MEL team is their collaboration with technical advisors and programme teams across our core sector areas of Health, Nutrition, WASH, Education and Livelihoods as well as in our thematic approaches of Equality, Climate and Environment, Conflict Sensitivity, Disaster Risk Reduction and Protection. The MEL team plays a key role in shaping the global MEL strategy and approaches implemented across 26 countries.

Our office is located in Dublin 2. This role involves up to 30% travel to Concern’s countries of operations
The job : Together with our team of MEL Advisers, you will be providing support to country teams on all aspects of Monitoring, Evaluation and Learning. You will contribute to the development of standardised guidance for all of Concern’s countries and will lead on coordinating the development and maintenance of our internal Programme Quality Guide resources. You will also participate in the development of capacity building materials for country teams (in particular MEL courses) and support the Digital Data Gathering team in the review of data collection questionnaires when required. You will report to the Senior MEL Adviser.

Developing MEL guidance and resources:
Coordination of the Programme Quality Guide
1. Ensure regular content development and updates to the Programme Quality Guide by identifying gaps and guidance needs
2. Ensure consistency in the content, language and format of the Programme Quality Guide resources
3. Manage the roll-out of PQ Guide Updates newsletter
Standard Guidance Development
4. Support technical advisers in producing relevant guidelines on Results-Based Management, sectoral best practices and standard indicators
5. Support on development and roll-out of MEL courses (M&E Fundamentals, M&E Advanced) on Concern’s online platform and in person
Country programmes support:
6. Provide timely and actionable feedback on proposals, logframes, M&E plans and other M&E documents submitted to the Head Office for feedback
7. Capacity building on Monitoring, Evaluation and Learning and Results Based Management during in-country visits and remotely
Support to the Digital Data Gathering in Concern:
8. Support country programmes (either in country or remotely) on how to formulate indicators, design
questionnaires, design sampling approaches and data collection methodologies, collect data and undertake analysis in a manner that meets their data collection requirements
9. Support the development of standard surveys/tools/templates that can be utilised across different countries
10. Provide training on best M&E practices to the DDG team when required
Flexibility to undertake any other tasks as directed by line manager (Senior PME Advisor) will be essential.
Skills you will bring:
Essential:
11. Educated to a post graduate degree level in a relevant field
12. At least three years’ experience working on Programme Quality/M&E/Research at field or Head Office level. At least one of these must have been spent in an overseas position
13. Experience in survey design, development of questionnaires, data collection and data analysis
14. Experience developing M&E training materials and resources
15. Experience in using Digital Data Gathering software (ex. iForm Builder, Kobo Toolbox, ONA etc.)
16. Strong understanding of global poverty and development issues
17. Excellent interpersonal and organisational skills
Desirable:
18. French language skills
19. Experience developing M&E online courses
The salary band is GBF 5, from €45,535 to €52,040 and this is a fixed term (two year) contract with a possibility of extension .
