Description: Team Horizon is seeking an Assistant Project Manager - Capital Projects for a company with ongoing projects in Kilkenny.

What you will be doing:
* Provide services as appropriate in the development and execution of projects and participate in the planning, supervision, and execution of these projects.
* Assist in the preparation of a comprehensive brief for the projects in consultation with services and Estates personnel and advisors.
* Prepare budgets for carrying out proposed capital programmes and ensure that projects are within agreed budgets.
* Be responsible for Minor Works lists, selection of contractors for bid purposes, and recommendation of tenders for acceptance for all projects.
* Ensure compliance with all regulatory requirements including permissions, licenses, certificates, and approvals.
* Appropriate liaison with other relevant agencies in defining requirements for design services, buildings, and equipment.
* Assist with the procurement of design teams, other professional services, and building contractors for projects as required.
* Assist in the preparation and submission of relevant project documentation for obtaining approval to proposals in accordance with Estates project protocols and regulations in a timely manner.
* Develop action plans for the timely and efficient completion of contracts.
* Supervise staff and other parties in the implementation of agreed programmes.
* Work with service management or other relevant agencies to ensure that the equipping/commissioning phase is initiated and conducted in good time.
* Assist with the management and control of agreed project timescales and budgets for planning, design, construction, and equipping budgets to agreed quality standards.
* Manage and control expenditure on each assigned project, including presentations to senior management and Project Board as required.
* Check design team fee accounts as recommended regarding agreed fees and prepare for payment.
* Assist in the orderly phasing of developments by agreeing appropriate arrangements with line management.
* Assist in the provision of appropriate maintenance arrangements for new buildings.
* Assist in the development of annual Minor Capital Programmes based on infrastructural risk.
* Cooperate with Fire and Safety Officers, Service Managers, Health & Safety, Risk Management, Occupational Health & Infection Control Staff in addressing facilities improvements regarding legislative compliance.
* Work with property management to develop and implement property management strategies and local property plans.
* Ensure that all property transactions conform to statutory requirements.
* Provide ongoing information to property management to maintain property asset registers.
* View and appraise potential properties for acquisition.
* Manage fit-out works to leased buildings where necessary.
* Ensure that agreed specifications are met prior to handover of buildings.
* Achieve targets and complete the agreed programme within allocated budgets.
* Act as spokesperson for the organization as required, particularly for Estates.
* Demonstrate proactive commitment to all communications with internal and external stakeholders.
* Develop good working relationships with other members of the Capital & Estates Team and other relevant agencies.
* Support, promote, and actively participate in sustainable energy, water, and waste initiatives.
What you need to apply:
* Have successfully completed an apprenticeship in a building related trade or hold a National Certificate/National Diploma in Construction Studies or Civil Engineering.
* Or hold a recognized degree (QQI Level 8) in either Engineering, Surveying, or Architecture.
* Have been employed in a building project management or nurse planner role within a statutory Irish state agency.
* Have a minimum of five years relevant experience in a construction project management role, including adequate experience in the construction or maintenance of large complex buildings.
* Have a minimum of two years experience in managing operational budgets in a complex work environment.
* Candidates must possess the requisite knowledge and ability, including a high standard of suitability and administrative capacity for the proper discharge of the duties of the office.
