Overview
We're National Broadband Ireland and we're delivering the largest telecommunications project that Ireland has ever seen. We're designing, building and operating Ireland's new, high-speed wholesale broadband network under the National Broadband Plan. Our aim is to radically transform the country's broadband landscape through the delivery of quality, affordable high-speed broadband to all parts of Ireland where such services are not available commercially.
The NBI™ network, using a combination of State subsidy and commercial investment, will deliver high-speed broadband to over 1.1 million people and over 554,000 premises in Ireland. No matter how remote or rural, no town, village or community will be left behind. NBI will be responsible for the management of the new national broadband network for the next 25 years.

Key Objectives / Accountabilities:
NBI is looking for an experienced and enthusiastic Second Line Support Engineer who wants to jump in head-first and help build a mission-driven company from the ground up.
You are comfortable with a constantly changing environment. You are detail oriented and you love efficiency and excellent service. You will directly contribute to the building of a state of the art operations capability, working in the NBI Second Line Support team.
Ideally, you will have a strong IT background and domain expertise across two or more of Operational Support Systems (OSS) and Network Management systems (NMS). Experience with Nokia/Alcatel Lucent systems and advantage.
You get the importance of teamwork and you understand the importance of developing a strong relationship with our Network Operations & Engineering teams as well as managing the performance of third-party vendors who will provide third-line support.
You will work with a diverse team of people - with ICT technology, systems and operational process expertise; and you will be responsible for delivering specialist EM and OSS technical support to assure continuity of network service. You will also ensure along with your colleagues in Network Operations & Engineering, that our partners complete the installation, commissioning and test of EM and OSS infrastructure is completed to the highest standards.
Key Responsibilities:
1. Support optimal function and performance of all managed elements across the Access, DWDM and IP network domains; specializing in Element Management & OSS technology, configuration, fault resolution and diagnostics
2. Identify root causes of functional and performance problems and generate remedies and resolutions
3. Support the adherence to key operational processes
4. Support the acceptance of new/enhanced network resources into production
5. Support the resolution of complex single- and multi-domain issues
6. Contribute to the performance management of the operations team and third-party contractors
7. Contribute to an open team culture of excellence, efficiency and continuous improvement
8. Develop a strong relationship with colleagues in the Network Operations Centre and Customer Operations teams; as well as liaising with third-party vendor specialists who will provide Third Line Support
9. Work with business stakeholders and IT to ensure the quality of documentation and ability to measure and manage the performance of the network to stringent KPIs
Knowledge & Experience:
Our ideal candidate will have:
10. 3+ years technology/operations experience in an ICT environment
11. A third level qualification in engineering, computer science, physics or similar
12. Strong IT background and domain expertise across two or more of Operational Support Systems (OSS), Network Management systems (NMS) and Performance Management Systems.
13. Knowledge of- and experience with some or all of the following Nokia systems/applications is an advantage but not essential: NFM-P, NFM-T, Access Management System (AMS) and Network Analyzer Fibre (NA-F)
14. Knowledge of some of the following would be an advantage: Linux System Administration (RHEL preferred); Hewlett Packard servers; virtualisation technologies and third-party cloud systems (KVM, AWS etc.); scripting: Bash, Python, Perl etc.; Data analysis & time series DB monitoring: Grafana, Telegraf, InfluxDB etc.; Atlassian systems; SOAP, REST & SNMP.
15. Skills for the allocation, installation, configuration, activation and testing of services and network resources to meet customer requirements
16. Skills for the execution of proactive and reactive Operations & Maintenance activities
17. Skills to support the assurance of continuous availability and attainment of SLA or QoS performance levels
18. Skills to support continuous status and performance monitoring to proactively detect possible failures
19. Knowledge of Analytic Trouble Shooting (ATS) techniques; test methodologies and techniques; and an aptitude for analysis, prioritization and clear technical communication - to identify root causes of functional and performance problems and generate remedies and resolutions
20. Knowledge of recommendations and standards applicable to EM and OSS domains: e.g. the Telecommunications Management Network (TMN) M.3000 series
21. Excellent understanding of ICT operations
22. Excellent written, oral communication, reporting and presentation skills
23. Excellent ambassador for NBI, promoting the organisation and role modelling NBI's values
