Role Description
Procurement activity in the organisation has significantly increased in terms of the volume and value of contracts awarded from 2015 (€5.3M) to date (2022 estimated to be in excess of €500M). On-going and upcoming organisation procurement projects over the next three years include BusConnects, Next Generation Ticketing, Next Generation AVL, Consolidated Centre for Public Transport, BusConnects Cork, and DART+, which will significantly increase activity within the Procurement Department. The organisation has a requirement for an onsite Procurement Specialist who shall complete their tasks, including those listed below, to the highest standards.
The organisation has a requirement for a Senior Procurement Professional over a duration of 6 months to take the lead on specific procurement projects relating to ongoing strategic projects. The characteristics of the majority of organisation procurement projects are high complexity, many of which necessitate dialogue either through the use of the negotiated or competitive dialogue procedures.
The specific responsibilities of the role in the context of the above procurement projects will include:
* Advising on supply market analysis and conducting market consultations.
* Management of procurement process of tender competitions including receipt and response of tender clarifications and ensuring clarifications and amendments are relayed to tenderers in a timely manner to ensure transparency in the tender process.
* Acting as the procurement advisor on relevant project steering committees.
* Liaising with both in-house and external legal advisors on the drafting of tender and contractual documentation.
* Issuing of coordinating instructions to project SMEs and evaluators.
* Providing in-house briefing sessions to evaluators prior to evaluation meetings.
* Coordinating and chairing dialogue meetings with tenderers.
* Coordinating and chairing evaluation meetings with evaluators.
* Managing the contract execution process with successful tenderers.
* Production of Regulation 84 reports for all tender competitions to relevant Director and CEO approval.
* Issue of Letters of Intent and Standstill letters to tenderers including liaising with unsuccessful tenderers to ensure appropriate feedback is provided.
* Drafting of organisation board decision papers.
Additional Responsibilities may include:
* Liaising with staff in relation to requirement for goods and services for drafting of applicable procurement documents.
* Support the inclusion of sustainable and green practices.
* Advising staff as to appropriate method of procurement with reference to procurement thresholds, appropriate legislation, applicable timelines, and organisation policy and procedures in place.
* Publishing tender advertisements on both eTenders website and European Journal.
* Ensuring transitional processes are in place in relation to services being transferred from an incumbent supplier to a new supplier and in particular consideration and application of TUPE provisions.
* Agreeing contract changes with relevant suppliers and managing the execution of contracts.
* Publishing contract award notices on both eTenders website and European Journal.
* Regular notifications to all staff notifying of any relevant procurement legislation changes and policy and procedures updates.
Requirements for the Role (Ideally):
* Knowledge of 2016 Public Sector Regulations and 2016 Utilities Regulations.
* Knowledge of Public Spending Code.
* Knowledge of OGP Public Procurement Guidelines For Goods And Services and relevant Government Circulars.
* Experience working with the eTenders and OJEU websites.
* Excellent interpersonal and communication skills.
* Ability to work on own initiative, as part of a team, and as leader of a group.
* Good analytical ability, with a logical approach to problem solving and sound judgement.
* Capacity to proactively and constructively contribute to team tasks.
* Strong organisational and administrative skills.
* Strong MS Office and MS Excel skills.
* Ability to communicate and interact effectively with stakeholders.
* A ‘can-do’ approach with the ability to organise and prioritise workloads to meet procurement deadlines.
