Head of Finance - Dublin - Cpl Healthcare
We are delighted to announce that our client, the Charities Regulator, is currently recruiting for a Head of Finance.
This role is a key senior management position within the Charities Regulator, reporting into the Chief Executive.
The Head of Finance will be responsible for leading the financial function of the organisation, contributing to the achievement of the Charities Regulator's strategic objectives, and decision making within the organisation.
Key Responsibilities:
1. Lead and manage a budget of approximately €5.2m per annum, ensuring allocation of funds is consistent with corporate strategy and operations.
2. Develop and maintain a financial reporting framework, producing reports and analysis to support policy and decision-making roles.
3. Prepare annual financial statements under FRS102, the Financial Reporting Standard applicable to the UK and Ireland.
4. Ensure systems and procedures are in place for accurate, timely, and efficient financial transactions, complying with public accounting procedures.
5. Main point of contact for the Controller and Auditor General (C&AG) and other external auditors.
6. Governance
7. Contribute to and lead on maintaining a strong internal control environment, ensuring proper operation, control, and execution of processes and procedures related to all financial transactions.
8. Ensure compliance with applicable accounting and reporting obligations under the Charities Act and other relevant public sector policies, regulations, and accounting standards.
9. Support the work of the Charities Regulator Finance, Audit, Risk, and Governance (FARG) Committee, providing up-to-date financial and governance documents.
10. Resource Management
11. Manage a team within the Finance Unit, conducting mid-year and annual performance reviews in a timely manner.
12. Ensure regular one-to-ones with direct reports and wider team meetings as appropriate.
13. Assign work within the team, delegating tasks where necessary.
14. Possess a minimum Level 8 qualification on the National Framework of Qualifications (NFQ), or its equivalent.
15. Be a qualified accountant with membership of a professional accountancy body such as ACCA, ACA, etc.
16. Have at least 7-10 years of relevant experience in overseeing complex financial operations in comparable organisational frameworks.
Estimated Salary: €120,000 - €150,000 per annum, depending on qualifications and experience.
