DescriptionThe Environmental Regulation function is responsible for the day-to-day management of environmental regulation and compliance. The function monitors the compliance of the water and wastewater network and treatment works, influences external environmental policy and manages environmental stakeholder relationships.
Environmental Regulation provides expertise to the Uisce Éireann business on influencing environmental policy and managing stakeholders around environmental regulation affecting Uisce Éireann’s practices. The function provides regulatory expertise to the business, including the Senior Leadership Team, in all aspects of environmental regulation. The team provides support on legislative and regulatory changes that will affect Uisce Éireann policies in the future The Drinking Water Compliance Team is responsible for managing the provision of drinking water monitoring processes with the centralised focus of ensuring both statutory and operational requirements are met. The team develop and support a national strategy for monitoring, sampling, and analytical services across chemical, microbiological, virus and specialist parametric criteria.
Reporting to the Regional Drinking Water Compliance Manager, the Drinking Water Compliance Analyst will be responsible for supporting with the management of compliance activities in line with both statutory and operational requirements.
Main Duties and Responsibilities:
Support the Regional Drinking Water Compliance Managers with key drinking water compliance issues on behalf of Environmental Regulation Interface and implement sampling plans with regard to policies in a region
Support the Regional Drinking Water Compliance Managers in the delivery of effective laboratory sampling services via Local Authorities, third party service providers or both
Provide regular progress updates to the Drinking Water Technical Leads and Managers and assist in the development of briefing papers
Support the development of appropriate risk mitigation and issue resolution action plans in coordination with appropriate operational teams to understand and address the causes of any non-compliance issues
Contribute to achieving the objectives and targets of the Environmental Regulation Business plans
Identify potential trouble sites identified via the sampling systems and data capture and escalate to the Compliance Specialists
Ensure compliance with HSQE (Health Safety Quality Environment) procedures
Liaise with Regional Operations/Environmental team in a timely manner where areas of risk have been identified
Support the Regional Drinking Water Compliance Managers in meeting and liaising with the EPA and HSE to ensure that sampling, operations and reporting requirements are carried out as per regulations
Responsible for day-to-day upload and management of data in EDEN MDS
Responsible for the gathering and collating of data required to facilitate online incident notification to EPA and other key stakeholders
Work as part of a team to manage statutory reporting requirement
General Duties and Responsibilities
Collaborate with key internal stakeholders across the UÉ business
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level qualification and or accreditation is desirable
A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
Experience managing a team, with strong people, change management and conflict resolution skills
Ability to develop and maintain effective partnerships with key stakeholders internally and externally
Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
Full Clean Irish Driving License
