2. Older persons services
3. Respiratory services
Each care group has a set of key performance indicators to improve quality, drive performance, and ensure efficiency.

Education and Practice Development Manager
Purpose of the Post
The person appointed to this post will, as part of multi-disciplinary teams, deliver a coordinated approach to patient care as a member of the Nurse Practice Development Office.
The CNM2, Clinical Support Nurse will assist the Education and Practice Development manager in a systematic approach to implement evidence-based practice that supports Nurses to practice effectively within their relevant Scope of Practice and to exceed relevant health and social care regulations and standards and deliver exceptional outcomes for all residents and patients.
Principal Duties and Responsibilities
Professional /Clinical
* Provide a high level of professional and clinical leadership to support a culture of patient safety and quality improvement.
* Be responsible for the assessment of standards of nursing, health and social care and healthcare assistant practice.
* Be responsible for the co-ordination of a regular schedule of education, professional development and clinical audit.
* Ensure appropriate liaison and communication with Senior Nursing team and with all members of the multidisciplinary team as necessary.
* Lead and participate in the development and evaluation of quality initiatives.
* Participate in teams/meetings/committees as appropriate, communicating and working in co-operation with other team members.
* Facilitate co-ordination, co-operation and liaison across healthcare teams and programmes.
* Develop an annual work plan to meet the changing service needs.
* Develop appropriate systems in the streamlining of clinical education, practice development, audit data collection and reporting.
* Maintain records in accordance with local service and professional standards.
* Manage resources efficiently and effectively to ensure continuous quality improvement in service.
* Attend and participate on departmental governance teams as required.
* Adhere to and contribute to the development and maintenance of nursing standards, protocols and guidelines consistent with the highest standards of patient care.
* Evaluate and manage the implementation of current evidence-based practice policy and procedures.
* Maintain professional standards in relation to confidentiality, ethics and legislation.
* Implement and assess quality management programmes in consultation with the Nursing Executive and other disciplines.
* Initiate and participate in research studies as appropriate.
* Operate within the scope of practice - seek advice and assistance from his/her manager with any cases or issues that prove to be beyond the scope of his/her professional competence in line with principles of best practice and clinical governance.
* Participate in the development, formulation and evaluation of guidelines, policies and procedures to enhance a quality service.
* Promote the guidelines for safety and best practice laid down by the hospital policies, Nursing and Midwifery Board of Ireland guidelines and relevant Acts such as Data Protection Act 1988, and The Health, Safety & Welfare at Work Act 1999.
* Engage directly in clinical practice in order to keep pace with changes and provide enabling process for the staff to achieve their goals.
Liaison and Communication:
* Support Clinical Nurse Managers / Persons in Charge with staff competency development as appropriate.
* Liaise closely with Clinical Nurse Managers/ Persons in Charge for all specialties in relation to policy proposals, staff training and development.
* Attend relevant meetings as required for role, liaise with appropriate staff.
* Attend staff meetings and receive staff suggestions for improvement in the system of work.
* Maintain open communication with all relevant staff.
* Develop good working relationships with wards, departments and community to promote quality patient centred care.
* Consult inter and intra-disciplinary both internally and externally as part of the contribution to promote staff education and patient management.
* Promote effective nurse documentation in the department and maintain appropriate records.
Education and Training:
* Keep up to date with current research, ensure evidence-based practice and research is utilised and must contribute to nursing research that is relevant to his/her area of practice.
* Engage in continuing professional development by keeping up to date with nursing literature, recent nursing research and new developments in nursing management, education and practice and to attend staff study days as considered appropriate.
* Assist or lead on clinical audits and formulate action plans (QCM).
* Participate in the identification, development and delivery of induction, education, training and development programmes for nursing, non-nursing staff and students.
* Identify the educational needs in collaboration with the Education and Practice Development manager.
* Plan, organise, supervise, assess, evaluate and monitor quality nursing standards and foster advance evidence based clinical practice and the clinical learning environment.
* Reduce the theory practice gap, foster staff empowerment and increase autonomy over learning.
* Is responsible for the implementation, organisation and evaluation of the induction for student nurses.
* Indirect Support for Clinical Nurse Managers / Persons in Charge with new staff orientation and local induction.
* Indirect Support for Clinical Nurse Managers / Persons in Charge with the implementation of personal development planning for staff.
* Assist nursing personnel to maintain high levels of competence by enabling them to identify their personal professional goals, provide feedback, and facilitate achievement of personal development outcomes.
* Implement and support the development of personal portfolios in collaboration with the clinical nurse manager, senior staff nurses, mentors and advocators.
Management:
* Provide professional and clinical leadership and vision and facilitate staff team building to provide planned care and develop educational strategies and service goals.
* Maintain a quality standard of service. Lead on pro-active quality improvement and support accreditation.
* Effectively educate staff on hospital, regional policies as applicable.
* Initiate relevant audits related to practice and participate in quality improvements initiatives.
* Provide leadership and motivation which is conducive to good working relations and work performance.
* Promote a culture that values diversity and respect in the workplace.
* Lead and support on practice development within the clinical area.
* Lead and support the implementation of change.
* Promote, facilitate and participate in the development of nursing policies and procedures. Monitor as appropriate and lead on proactive improvement.
* Contribute to the formulation, development and implementation of policies and procedures at area and hospital level.
* Support Clinical Nurse Managers / Persons in Charge in the compliance with legal requirements, policies and procedures affecting service users, staff and other hospital matters.
* Manage and promote liaisons with internal / external bodies as appropriate e.g. intra-hospital service and the community.
* Maintain all necessary clinical and administrative records and reporting arrangements.
* Engage in IT developments as they apply to service user and service administration.
* Plan work in line with the recommendations of the National Quality & Patient safety Directorate and focus on patient pathway of care.
* Provide advice and supervision to Staff Nurse, Healthcare Assistants and health and Social Care workers.
Health & Safety:
* Have a working knowledge of HIQA Standards as they apply to the role for example, National Standards for Safer Better Healthcare, National Standards for Residential Services for Children and Adults with Disabilities.
* Assist Clinical Nurse Managers / Persons in Charge / nursing staff in their development in observing and ensuring implementation and adherence to established policies and procedures e.g. health and safety, infection control, storage and use of controlled drugs etc.
* Adhere to department policies in relation to the care and safety of any equipment supplied for the fulfilment of duty.
To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility Criteria
Qualifications and/ or experience
Each candidate must, at the latest date for receipt of completed applications for the post:
* Be registered in the General Division of the Register of Nurses & Midwives section maintained by Bord Altranais agus Cnaimhseachais na hEireann (Nursing and Midwifery Board of Ireland) or be entitled to be so registered.
* Have at least 5 years post registration experience.
* Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
* Demonstrate evidence of continuing professional development at the appropriate level.
Desirable
* Be registered in the Intellectual Disability section maintained by Bord Altranais agus Cnaimhseachais na hEireann (Nursing and Midwifery Board of Ireland) or be entitled to be so registered.
* Post Graduate Diploma Level 9 relevant to the post: Respiratory, Neuroscience Nursing, Management of Chronic Illness.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age.

Terms and Conditions of Employment
Tenure
The role is permanent whole time.
These posts are pensionable. A panel may be formed from this recruitment campaign and future permanent or specified purpose vacancies of full time or part time hours may be filled from this panel. The tenure of these posts will be indicated at "expression of interest" stage.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration
Remuneration is in accordance with the salary scale approved by the Department of Health: Clinical Nurse Manager current salary scale with effect from 01st October 2024: €59,661 (point 1) to €75,389 (maximum point).
Working Week
The standard working week applying to the post is 37.5 hours per week.
HSE Circular 003-2009 "Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016" applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
Annual Leave
The annual leave associated with the post will be confirmed at Job Offer Stage.
Superannuation
This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004.
Probation
Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.
Protection of Persons Reporting Child Abuse Act 1998
As this post is one of those designated under the Protection of Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accordance with Section 2 of the Act. You will remain a designated officer for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. You will receive full information on your responsibilities under the Act on appointment.
Infection Control
Have a working knowledge of Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
