The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role
Reporting to the Head of Construction, the Construction Lead will be responsible for driving the LDA's Construction delivery. The Construction Lead role as a critical support to growing that number to meet our goals. This role is a member of the management team for the overall construction team and will have people management responsibilities.
Key Responsibilities
Focusing on Direct Delivery & Project Tosaigh projects, ensure that all projects are collectively and individually delivered safely, on time, on budget and in line with the quality requirements of the Agency.
Provide a clear leadership voice and management support to other relevant LDA staff in delivery of their tasks, such as planning issues, early design or project / task planning, communications, contract preparations, negotiations and relationship management. This role has people management responsibilities.
Maintaining an open mindset and providing key support to manage the ongoing change and development of the staff, stakeholders and projects of the LDA.
Ensure appropriate high levels of communication and coordination with all stakeholders, partner organisations (such as LA's, Irish Water, NTA etc.) designers and contractors, using both formal governance / contract structures and informal channels as required.
Protect the Agency's interests through expertise in capital works procurement and contract design.
Required Knowledge, Skills and Experience
Degree Qualified with a Minimum of 10 years working on delivery of construction/ development projects and a proven track record of delivering of large-scale residential construction projects on-time and on-budget
Experience of SHEQ obligations for construction projects; ensure policies are implemented on projects within assigned responsibilities
Proven track record in team leadership and management skills (internal and external)
Excellent written and oral communication skills, especially in the making and delivery of reports on delegated activities.
Pre-construction experience regarding efficiency and value engineering
Assist with strategy and input to the construction aspects of proposals within assigned responsibilities.
Establish and maintain effective communication and co-ordination between construction site(s) & construction team.
For assigned projects, the Construction Lead will be the primary local construction contact for LDA. Review the project construction managers performance and the performance of external stakeholders.
