The Human Resource and Regulatory Manager is responsible for ensuring HR systems are established and maintained in line with legislation, funder requirements, and Centre policies. A critical aspect of the role is to ensure NFRC is compliant with incoming GDPR and Health and Safety Regulations. He/she will work directly with the CEO to ensure a consistent and efficient application of all company policy while supporting the CEO in their role. The HR and Regulatory Manager is line managed by the CEO.
Key responsibilities will include:
Human Resources
* Responding to all HR queries in a timely manner.
* Partnering with the leadership team to understand and execute the organisation’s human resource and talent strategy.
* Overseeing employee disciplinary meetings, terminations, and investigations.
* Keeping all staff information up to date and recorded where required.
* Coordinating the end-to-end recruitment process.
* Being the key point of contact on HR system administration and problem solving.
* Preparing induction, training, annual review, annual leave, study leave, and monitoring sickness & absence reports.
* Supporting Coordinators and senior staff in their HR responsibilities.
* Developing, implementing, and providing training on HR policies, procedures, and strategic activities.
GDPR
* Developing and implementing the Centre GDPR Policy and Procedures.
* Supporting Senior Project Managers with their GDPR research.
* Ensuring that all information is up to date and compliant.
* Acting as a point of contact for any HR/GDPR enquiries.
* HR data cleansing.
Charity Regulation and Company Law
* Administering the needs of the Board of Management as per the regulations.
* Guiding the CEO and Board through the Charity Governance Code journey.
* Keeping all CRO and Charity requirements up-to-date.
* Meeting any other regulatory requirements as they arise.
Health & Safety Officer
* Ensuring operation of Health and Safety Statement in conjunction with the Health and Safety Committee.
* Identifying hazards and carrying out regular checks on all areas of the Centre and equipment.
* Ensuring regular fire drills are carried out.
* Ensuring all safety alarms and equipment are regularly serviced.
* Implementing all health and safety procedures at the Centre.
Administrative support to the CEO:
* Attending meetings, taking minutes, and drafting reports.
* Managing the diary when necessary.
The HR and Regulatory Manager will carry out any other relevant work appropriate to the position and as requested by the CEO and Board of Management.
Terms of Employment
The HR and Regulatory Manager is an employee of the Board of Management of Northside Family Resource Centre, reporting to the CEO. Final responsibility rests with the Board of Management through the CEO.
This is a full-time permanent contract (39 hours). Flexible working will be considered.
Hours of work: 39 (with an option to pro-rata to 37.7/35) hours per week between Monday and Friday.
Salary scale is no less than €41,900 pro-rata.

Person Specification: HR and Regulatory Manager
The successful candidate should have:
ESSENTIAL SKILLS AND ABILITIES
* Strong experience of computer packages and HRIS.
* 2 years+ experience of working in an NGO/Charity Sector.
* Proven organisational skills.
* Excellent communication and interpersonal skills.
* Thorough understanding of legislative requirements and employment law provisions.
* Experience of dealing with staff queries in a supportive and consistent way.
* Strong analytical and problem-solving skills.
* Ability to prioritise tasks and delegate them when appropriate.
KNOWLEDGE
* Experience of reporting directly to CEO or similar grade.
* Experience of office management and filing systems.
* Minute writing and report editing.
EDUCATION AND TRAINING
* Minimum QQI Level 8 in Human Resources or equivalent.
