QSHE Manager / Dublin West E8589 Our client is an international distributor seeking a QSHE Manager to be based in Dublin with some travel. Salary: €80K - €90K, car or car allowance plus benefits. The role: Reporting to the relevant Regional Director, as part of the regional senior leadership team, with a strong dotted line to the Supply Chain Function / QSHE Director, support the development and delivery of the business QSHE strategy and objectives, resulting in a positive, safe working culture. Working within the wider QSHE team, the post holder will play a major role in ensuring that the business in the UK & Ireland meets or exceeds, relevant Occupational, Process Safety, Environmental, Security and Quality Standards. To do so will require effective management of systems, procedures and activities. This will help prevent exposure to the risk of HSSE incident, complaint or prosecution and will maintain accreditations to ISO and other relevant industry standards. On a day-to-day basis this calls for proactively promoting and embedding the importance of a progressive safety culture, engaging with employees at all levels within the organisation to adopt the right safety behaviours to ensure that corporate standards are consistently exceeded. Key focus for this role is the application of Human Factors assessment, to ensure that the operating environment and the work force are suitably matched. The role will assist the definition of team objectives, Key Performance Indicators, as well as to prioritise, delegate, and monitor work to ensure the optimisation of resources to deliver first-class service to customers both internally and externally. Compiling regular reports on performance and investigating regional incidents are key deliverables. Provide health & safety expertise to all areas, ensuring that all operational activities comply with current health, safety and environment legislation, ensuring all HSSE policies and procedures are followed and are regularly reviewed. Play a lead role in developing, influencing and promoting a positive HSSE culture throughout the business. As a senior manager in the region, support site management in daily management challenges. Where necessary assume the role of lead incident controller within the region, travelling at short notice tosite/Incident. Develop and Implement the QHSSE strategy, aligned with the organisations, Global AIPSM and Occupational Safety policy and procedures. Develop and maintain robust safety management systems and protocols to mitigate risks and maintain a safe working environment incl. development / sign off of SOPs relating to Safety Critical Tasks. Conduct regular safety audits and inspections to identify hazards, assess risks, and implement corrective actions as necessary. Engage and communicate with staff at all levels to promote a strong safety culture throughout the organisation incl. Participation in site safety meetings. Foster strong working relationships with internal stakeholders and external partners to enhance safety cooperation and information sharing. Manage the QSHE competency within the sites, develop competency building plans, annual goal setting and objectives. Provide safety training and education programs for the wider group to ensure all employees are aware of their roles and responsibilities in maintaining a safe working environment and developing a positive safety culture. Offer leadership support to the Excellence / lean 6 sigma programme. Support / Attendrelevant Audits (ISO, BRC, Customer)and provide necessary support for actions arising, ensuring required responses to audit actions are closed out by given deadline(s). Participate in depot QM reviews and support with internal quality system audits. Ensure audit schedule is maintained, and actions arising from internal audits are promptly closed out. Customer Support direct engagement with customers on safety and quality related matters incl. customer site/installation inspections to assess risks and suitability for delivering to. Drive safety initiatives and campaigns at all levels of the organisation to raise safety awareness, promote best practices, and continuously improve safety performance. Implement safety policies and procedures that align with industry best practices and regulatory requirements. Monitor and evaluate the effectiveness of safety programs and initiatives and make recommendations for improvements. Monitor safety performance metrics and key performance indicators (KPIs) to identify trends, potential risks, and areas for improvement. Prepare regular safety reports for senior management and stakeholders, highlighting safety performance, incident trends, and recommended actions. Ensure accurate and timely reporting of safety incidents, near misses, and accidents, and lead investigations to determine root causes and develop preventive measures. Stay updated on relevant safety regulations, standards, and industry best practices. Ensure compliance with UK Health, safety and Environmental regulations and other applicable safety standards. Liaise with regulatory bodies, Health and Safety Executive, Environment Agency, Local Authorities and participate in safety-related audits and inspections. Manage the major accident hazard identification and risk assessment processes, including HAZID, HIRA, PHR, HAZOP etc. Ensure major accident hazard (MAH) risks are controlled to ALARP. Involvement in the preparation and revision of key permitting/licence documentation relevant to process safety such as the COMAH safety report, aspects of the EPR permit and Hazardous Substances Consent. The Candidate: Qualifications Must be NEBOSH Diploma Qualified or working towards. Chartered Safety Professional CMIOSH would be desirable. Degree in Chemistry or science-based subject / equivalent vocational qualification preferable. DGSA qualification or knowledge of dangerous goods legislation, primarily ADR is preferable. Full UK/EU driving licence is a must. Experience Strong experience in Health & Safety Advisory/Management positions. Experience in the chemical or related industry demonstrable experience within a COMAH/SEVESO site is highly desirable. Extensive knowledge of chemical industry legislation. Experience of managing Regulatory inspections and / or audits, particularly from HSE & EA. Familiar with ISO, Quality Processes, Process Safety, Management System, Food Safety standards and Responsible Care codes Skills / Attitude: Proven Interpersonal skillset effective listener and communicator; positive attitude to engage, inspire, motivate, lead, support, mentor. Ability to work under pressure and to deadlines, to prioritise and multi-task.
