The Role:
The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered. The Asset Operations Support function provides essential capability to drive service delivery to customers, is accountable for efficiently managing the majority of operational expenditure and has responsibility for providing and managing effective business infrastructure and processes at a national level to support operational activities at site level.
Reporting to the Head of Operations Support, the AO Operating Model Implementation Manager is accountable for coordinating Asset Operations to deliver on their end state operating model predominantly across process and systems. Initially the role holder will take responsibility for the UÉT Programme and will act as Programme Manager. Leading a large team of professionals from the internal organisation and support partners, the AO Operating Model Implementation Manager will support the Asset Operations Senior Management Team in ensuring the UÉ Executive Team and other senior governance fora are informed on all relevant programme matters and progress against the business case benefits.
The role holder will also be accountable for developing an Asset Operations technology roadmap and programme in conjunction with IT to ensure Asset Operations are leveraging technology solutions, to achieve an efficient operating model and enable effective decision making.
Working with Business Change, Continuous Improvement and Performance Delivery they will hold an overarching view of the process architecture for AO and ensure the interfaces across Asset Operations functions and into the wider organisation are operating effectively and efficiently.
The role is a highly collaborative one, driving cross team, cross functional and cross organisational collaboration to achieve a cohesive delivery of the UÉT Programme, strategic business solutions and processes, enabling the delivery of the end state operating model for Asset Operations.
Main Duties and Responsibilities:
Responsible for providing overall governance, direction and leadership to the UÉT Programme across UÉ and through multiple external service providers, ensuring delivery of the Programmes strategic objectives and stated business case benefits
Establish and maintain the Programme Management Office to support oversight of all workstream reporting, ensuring sufficient reporting is in place to track progress against the plan, the critical path and dependencies
Lead a large internal and external professional services delivery team operating across a wide range of disciplines including process, technology, change management etc.
Oversee all aspects of programme financial management including tracking and reporting of programme spend against budget, taking all necessary actions to ensure that the programme costs are in line with the business case and approved expenditure
Ensure robust governance is in place across the programme and within the teams that are delivering change into the business and manage all procurement related aspects of the programme including the proper establishment, use and approval of frameworks and overall spend
Responsible for overseeing the implementation of the end state operating model for Asset Operations and co-ordinate across AO and with wider organisational teams to implement process and systems changes to allow the delivery of same
Develop and implement an Asset Operations technology roadmap and programme in conjunction with IT that reflects the commitment of all AO teams to leveraging technology to improve service delivery and efficiency
Act as a driver of change projects across AO where required, unblocking obstacles in projects delivering process or IT changes to the wider AO function by supporting the delivery teams to diagnose and implement solutions
Input to all change management initiatives across AO with Performance Delivery to ensure there is alignment with the end state operating model trajectory
General Duties and Responsibilities
Collaboration with key internal stakeholders across the UÉ business, including but not limited to;
Asset Operations Functions and Teams, IDD, Asset Management, Environmental Regulation and Compliance, Customer Operations, Business Change, IT, People and Safety, Supply Chain, Transaction Services and all other UÉ functions as required
Collaboration with key external stakeholders across the regulatory and non-regulatory landscape, and supporting other functions in their engagements with;

Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within Asset Operations and supporting organisation-wide objectives.
Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level qualification in business, project management or equivalent and / or accreditation is desirable and or relevant experience
A minimum of 7 years’ experience in the water, utilities or similar industries
Five plus years of programme management across operating model, process and technology solutions is required
Excellent leadership and people skills required, and a demonstrable ability to drive a mixed model hybrid working team
You will have significant leadership and change and transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
We aim high - ability to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented
Ability to quickly establish credibility and respect and build strong working relationships
We work better together - excellent stakeholder management and the ability to interact and influence effectively at all levels, both internally and externally
Excellent communicator with the capability to handle complex and difficult situations with thought and confidence
Strong negotiation skills with win/win mindset
Financially and commercially astute
We do the right thing - experience of supporting policies, systems and controls and driving the implementation of progressive policies
