The Role
The Compliance Monitoring Department is an independent department within our client's organisation. Responsible for monitoring the organisation for continued compliance with the required regulations, standards, and approved company procedures. Reporting to the Accountable Manager, the Compliance Monitoring Manager plays an integral role in the organisation's management system and is responsible for managing the compliance monitoring team in delivering the applicable Regulatory, IOSA, and Company requirements.
Duties & Responsibilities
1. Ensure that the compliance monitoring system remains compliant with all relevant aviation regulations and directives.
2. Ensure that the compliance monitoring programme is implemented on a continuous basis.
3. Develop the audit plan and ensure that it is scheduled and completed in a timely manner.
4. Facilitate and manage external audit programmes (Regulatory, IOSA, Customer).
5. Ensure that corrective actions are taken by the responsible nominated person(s) (NP’s) and monitor their implementation.
6. Regularly inform the Accountable Manager, NP‘s and relevant managers about the progress and findings of the audit programme and any potential issues.
7. Ensure the Accountable Manager is kept properly informed on compliance matters.
8. Maintain continuous liaison with the Irish Aviation Authority with respect to regulatory, organisational, administrative, and compliance matters.
9. Ensure all relevant contracted activities are included in the compliance monitoring programme.
10. Ensure that compliance monitoring activities are properly documented and stored for the prescribed periods.
11. Ensure that compliance documentation and manuals are kept relevant and up to date.
12. Provide feedback to the Accountable manager and NP’s in relation to results and trends from the audit program.
13. Inform the Safety Department of hazards identified from the audit program.
14. Review and communicate Regulatory and IOSA standards changes ensuring that up-to-date checklists are available for use by the compliance monitoring auditors.
15. Monitor Safety Recommendations and Regulatory & IATA Safety publications and ensure these are included for verification in applicable audits.
16. Ensure adequate and appropriate training and competency of all compliance monitoring staff and maintain associated records.
17. Responsible for the compliance budget and any relevant contracts.
Requirements
1. Aeronautical or Aviation degree and/or a minimum of 3 years of aviation working experience in either maintenance, flight operations or ground operations activities.
2. Practical experience and expertise in the application of aviation safety regulation, standards, and safe operating practices.
3. Detailed knowledge of applicable regulations and standards.
4. Detailed knowledge of Safety Management Systems and Safety based on EASA management system and ICAO Annex 19 requirements.
5. Completion of recognised formal auditor training course.
6. Completion of relevant EASA Regulation training courses.
7. Completion of recognised aviation safety management system course.
8. Excellent knowledge and experience in compliance monitoring and auditing.
9. Experience in an airline Quality/Compliance Monitoring management/supervisory position an advantage.
10. Knowledge of hazard identification and risk management.
11. Strong drive in promoting a compliant and safe culture.
12. Excellent interpersonal & communication skills.
13. Personal integrity and objectivity.
14. Ability to coordinate multiple tasks & projects simultaneously.
15. Proficient in report writing.
16. Fluent in English.
17. Good computer literacy skills.
18. Willingness to travel.
