Payroll Manager, Officer Location:
Dublin Who we are looking for An experienced Payroll Officer that is a subject matter expert in the UK Payroll.
This includes all areas of employment taxation, regulatory and statutory reporting.
Individual contributor with process improvements background, compliance mindset and proven team player is required to join our team.
In the role you willneed to work independently, but in tandem support various teams and projects as they arise.
You will act as a key liaison and go to person for any questions or issues related to the UK payroll.
Role will be based in Dublin and supporting UK predominately but Ireland payroll support will also be part of a wider remit.
You will report to the Payroll & HR Operations Manager who has oversight for UK and Ireland locations.
Position will involve flexibility with hybrid work from home & office.
Major Responsibilities:
Subject matter expert for all areas of payroll processing for the UK.
Ensure maintenance of technical knowledge and act as advisory role when looking at legislative and regulatory changes that impact UK.
Provide support and training to the UK payroll hub team so to ensure the continuous development of each individual within the team.
Responsibility for the outsourced payroll vendor activities in relation to statutory taxation and non-statutory reporting.
Ensure all evidences are maintained so to ensure compliance with local revenue and governmental agencies Ensure the vendor management framework is followed whilst supporting all due diligence and relationship management Provide effective Governance and Management of processes to identify and manage risk under a focus of risk excellence Deliver payroll for the full population in the United Kingdom and include activities with Finance and all supporting COE's as needed Support statutory reporting around employment taxation including Year End, PSA, HMRC filing and payments etc.
Execute related HR administration activity to support other CoE's whilst maintaining strong working relationships Researches best practices evaluating "as is" processes and redesigning them to achieve better effectiveness and control compliance Act as key contact for all payroll and employment tax audit activities such as liaison with internal and external auditors to assist with understanding the key processes providing evidence of key controls Ensure correct statutory and payroll treatment of inbound and outbound assignees and short term business visitors via liaison with Global Mobility & external tax consultant Payroll Operational review and provide approval where required including payroll output review and approval and authorization of payments when required Ensure a dual check of all payroll output prior to submission for approval and sign off Ensure support of the full SOX & Audit requirements Mitigate risk by ensuring production of well documented end to end operating processes inclusive of vendor touch points Ensure effective stakeholder and project management programs are supported around all GHR activity Effectively communicate and collaboration with all leadership levels as a key partner and local lead Develop and build strong partnerships across key areas such as GHR, Finance, Corporate Tax, Audit, Compliance and Global Mobility.
Level of Education/ Specific Qualifications:
University degree - HR/finance/accounting preferred Payroll qualification would be an advantage Skills and Experience 5 or more years' experience in United Kingdom payroll operations position with a strong understanding of best practice around controls regulations tax compliance and working with outsourced providers Experience in Ireland payroll operations position with a good understanding of best practice around controls regulations tax compliance and working with outsourced providers would be an advantage Excellent knowledge of UK Labor law, with special focus on Personal Income Tax and Social Security regulations Very Good Excel skills Strong analytical and problem solving skills Very good organizational and communication skills Working knowledge of HRIS and payroll systems required State Street's Speak Up Line To be considered for this role you will be redirected to and must complete the application process on our careers page.
