Cpl has the pleasure of working with a leading body in the public sector who are looking to recruit a Head of Operations. This role can offer a combination of office-based and remote working either from home or a pre-approved business hub on the island of Ireland.
Role Requirements
1. Operational Management
1. The internal and third-party delivery and performance being actively monitored and managed.
2. Applying active risk management to programmed financial management and service delivery and provide for service continuity.
3. Ensure appropriate and timely escalation and resolution of risks and issues.
4. Be accountable for Social Inclusion & Employment budget input.
5. Ongoing oversight and monitoring of annual budgets and reporting to Financial Control Unit.
6. Overseeing and reporting to various stakeholders of financial information on a monthly basis (e.g., Management Accounts and PQ’s).
2. Service Planning & Development
1. A coherent, integrated programme financial management and service model being applied.
2. Contributing to clear costed business plans addressing service delivery, alignment, and improvement.
3. Critically appraising, shaping, and improving programme financial management, service model and delivery.
4. Actively promoting and addressing an active and strategic approach to customer and stakeholder engagement.
5. Effectively assessing and addressing changing requirements and lead in change management.
3. People and Resource Management
1. Provide credible, agile, and open leadership to direct reports.
2. Foster a culture that promotes ethical practice and commitment to service excellence and customer experience.
3. Procure and promote excellent staff and services.
4. Plan for continuity and succession in key roles.
5. Manage assigned staff and business units, ensuring they are equipped with a clear understanding of requirements and expectations.
4. Relationship Management & Development
1. Ensure credible and effective relationships are established and maintained with stakeholders such as business partners and customers.
2. Represent clear expectations to staff in respect of company values, policies, standards, and procedures.
3. Ensure adherence to the highest standards of health and safety and to all policies and procedures which support the promotion of a positive environment for occupational safety, health, and wellbeing.
4. Liaise with external partners and/or delivery agents and oversee the overall delivery of any outsourced work deliverables relevant to the Programme Finance Unit.
Required Experience
1. 5+ years experience in financial management and programmes finances.
2. Strong experience of cross-business delivery management.
3. Proven track record of service delivery excellence in a consumer environment.
4. Proven track record in service planning, delivery, and improvement.
5. Evidence of the production of high-quality reports and written materials.
6. Highly proficient in use of MS packages e.g., Word, Excel, Outlook, Project, PowerPoint; Microsoft Dynamics CRM; SharePoint applications and portals.
Qualifications
1. Personal application, critical thinking, presentational capability and recognised accounting qualification as represented through a third level qualification to Level 9 or higher on the National Framework of Qualifications, or equivalent.
2. Whilst experience and performance track record are key determinants, ideally would have additional, relevant professional qualification (e.g., in business, management, service development/delivery, process improvement, project management).
