Position Description
The Cost Specialist – Senior Quantity Surveyor related to infrastructure development in the power industry. The role will encompass close liaison with other design professionals, our partners across ESB and contractors. Increasing visibility of the Quantity Surveying function across ESB, while maintaining standards, developing staff and enhancing stakeholder management are key requirement for this role.
Key Responsibilities
Key responsibilities include, but are not limited to the following:
1. Identify and deliver enhanced commercial value on construction projects for ESB through identification of opportunities for design economics, standardisation and BIM integration.
2. Provide knowledge and expert advice to internal and external stakeholders on commercial matters and risk identification on projects delivered by both traditional re-measurable contracts and other contracting models such as D&B and EPC.
3. Provide strong leadership skills in the development of commercial management capability, through integration of commercial lessons learned, mentoring of junior staff and enhanced collaboration.
4. Drive a culture of continuous improvement on commercial contract issues and cost management through developing/updating procedures and knowledge transfer to colleagues.
5. Deliver full range of commercial management services for the project lifecycle, to our Networks & Generation businesses on projects of strategic importance.
6. Be accountable for the delivery of the commercial tender enquiry documentation, and subsequent commercial assessment and critical evaluation of tenders, including collaborating with the various procurement functions across ESB, for large scale projects.
7. Be accountable for cost monitoring of the civil works and/or other elements on projects/contracts throughout the project lifecycle and advise on the cost accrual v Capex Approval.
Knowledge, Skills and Experience
Essential
8. Minimum of seven years post-graduate experience.
9. A proven track record in delivering commercial management services.
10. Strong knowledge of the administration of the main conditions of contract including the FIDIC Conditions of Contract.
11. Detailed knowledge in Cost estimating, Tendering, Post Tender evaluation and assessment, and Pre-contract negotiation.
12. Detailed knowledge and strong negotiation skills relating to assessment of Variations and Contractor Claims.
13. Detailed knowledge in Cost Control reporting and management.
14. Good understanding on the scoping, planning, design and construction phases of project work.
15. Ability to make quality decisions and judgements.
16. Ability to work and share knowledge and competencies to develop junior staff.
17. Full drivers’ licence valid for use in Republic of Ireland.
Desirable
18. Experience in the use of Buildsoft & Cubit software would be advantageous.
19. Experience in Civil Engineering / Utility project contracts in excess of €10m in contract value would be advantageous.
Qualifications
Essential
20. Level 8 Degree in Quantity Surveying or equivalent work experience.
21. Chartered status in a recognised professional institution.
