Progressive Credit Union is a not for profit, community-based credit union, dedicated to serving its 60,000 members with integrity and purpose. We are delighted to invite applications on a full-time, permanent basis for the newly created role of Compliance Analyst. The role has a base location in Balbriggan, Co. Dublin, and may include travel throughout the branch network on occasion. The role is open to hybrid working arrangements.
Job Purpose
Reporting to the Head of Regulatory Affairs and working as part of the Compliance team, the role of Compliance Analyst will be primarily responsible for the management and development of Progressive Credit Union’s Compliance function, inclusive of Anti Money Laundering support and Data Protection responsibilities, enabling the credit union to meet its requirements under the Credit Union Act 1997 – 2023, subject to additional regulatory or directional requirements from the regulator through credit union PRISM inspections or otherwise. The role will assist the Head of Regulatory Affairs in monitoring Compliance requirements within the credit union, both existing and potential, and developing appropriate responses to eliminate or mitigate the same to an acceptable level to the credit union.
The Compliance Analyst will ensure the credit union, and its employees, perform and operate to the highest compliant standards. They will be a confident, committed and ethical individual with the ability to operate with the utmost integrity.
In support of the Head of Regulatory Affairs, the Compliance Analyst will be responsible for the credit union complying with all statutory and regulatory requirements required by the regulators and statutory bodies.
Main Responsibilities
Compliance
* Work in conjunction with the Head of Regulatory Affairs on new and impending statutory and regulatory requirements and guidance, and successful implementation into the credit union.
* Foster a culture of compliance in the credit union. Establish, assess and monitor on a continuous basis, Progressive Credit Union’s Compliance Plan including the effectiveness of the system of internal controls, adherence to policies and procedures and legal and regulatory requirements.
* Assist the Risk and Compliance Manager to develop and implement an annual compliance plan, including systems and controls to ensure the credit union complies with all statutory and regulatory requirements.
* Complete regular assurance testing in line with the Annual Compliance Plan.
* Monitor the activities of the credit union under the compliance plan and assist to develop reports for the board of directors on a regular basis.
* Prepare and update a compliance manual for use by employees in key areas, where there are legal and regulatory obligations and internal policies which reflect these obligations.
* Develop, as required, compliance tests for new products and services or for policies or procedures that are being implemented by the credit union. Create and monitor systems of control for compliance issues within the credit union.
* Conduct compliance controls through audit, making recommendations to the Head of Regulatory Affairs where appropriate.
* Ensure adequate records are maintained by the credit union in relation to compliance.
* Oversee member complaints relating to compliance issues.
* Oversee training, ensuring all staff meet training requirements.
* Facilitate the implementation of new policies, processes and procedures in conjunction with document owners.
* Ensure that changes to policies and procedures are carried out as directed by the Head of Regulatory Affairs.
* Provide documentation and information to assist with Risk, internal and external audit functions as required.
* Ensure risks identified and brought to your attention by the Head of Regulatory Affairs are actioned and mitigated.
* Report compliance breaches through the appropriate channels.
* Liaise with Payac on all compliance queries.
* Liaise with the Central Bank and other regulators as necessary.
* Commit to the purpose of Progressive Credit Union and work within the values, policies and procedures of the organisation and in the context of current legislation and regulations.
* Participate and contribute to team meetings and service reviews/evaluations within your area of work and the credit union, fostering a spirit of collaboration.
* Participate in and engage with the performance management and development programme.
* Avail of any credit union training provided, to maintain relevant competencies and enable the fulfilment of the role, along with furthering the objectives of the credit union.
Data Protection and MLCO Support
* Relevant experience working in the financial sector or other sector that has involved risk and compliance, as relevant to this role.
* Ideally a minimum of 2 years’ experience in a related role.
* Detail oriented and well organized, able to work on own initiative.
* A problem solver, with the ability to handle escalations effectively.
* Excellent oral and written communication skills, inclusive of report writing.
* Flexible and adaptable to learn and work on different tasks, in different situations.
* Approachable and friendly, with good teamwork and collaboration.
* Proficient in the Microsoft Office Suite, with excellent Excel skills, along with good keyboard skills.
* An understanding of the credit union movement would be a distinct advantage.
Qualifications
* A relevant third level qualification in risk, compliance or AML is desired or working towards these.
