Property Manager - Strategic Acquisition & Sustainable Development (2024-126)
Overview:
The Strategic Property Department is integral to the delivery of IDA’s Strategic objectives in developing solutions and supporting investments from new and existing FDI and Enterprise Ireland client companies.
The Department is responsible for an ambitious programme of key projects across a diverse range of activities including the development of business parks and large scale strategic sites, delivery of the regional property programme; capital investment in key infrastructure; land acquisitions; stakeholder engagement; developing property value propositions; Property Marketing; sustainability; client solutions; legal, compliance, procurement and asset management.
The continued development of strategic property and infrastructure solutions is essential to ensure the ability of the Agency to support the needs of existing enterprise, compete for and win future investments into regional locations. As the Agency moves into the next strategy cycle, this will also include the continuation of these activities to support the next generation of activities and Sustainability at Scale.
Job Purpose:
The successful candidate will have specific responsibility for the delivery of IDA’s property portfolio and for the preparation of Sustainable Development Strategy objectives within the Strategic Property Department. Working as part of the Property management team, the successful candidate will be responsible for leading in the delivery of an ambitious pipeline and the identification of new opportunities for site development. The role will also include working with the Department Manager and management team in the development and implementation of the Department’s ambitious Sustainability Strategy and initiatives at scale across the current portfolio. This will include driving the green agenda in support of not only IDA’s property portfolio development and IDA Climate Action Plan but in assisting the FDI and EI client base in realising their green objectives within the IDA asset base.
Delivery of these objectives will involve the management of complex commercial transactions across IDA’s portfolio and making recommendations to relevant IDA Committees and the Board regarding all related property activities that support the project delivery.
This role will cover a broad spectrum of activities aligned to the Departments business needs and the organisations goals and will require having a strong knowledge of the technical requirements to deliver the key tasks as outlined, particularly in the area of sustainability, site assessment and site development.
Key Tasks:
* To manage the Strategic Acquisition & Sustainable Development section of Property Department, instilling a team culture of motivation, collaboration and performance;
* To work effectively with the Department Manager and wider IDA colleagues to ensure the delivery of the objectives under the IDA Strategy and Property Department Strategy Implementation Plan(s);
* To support the Department Manager in enhancing the portfolio through development & implementation of a Sustainability Strategy;
* To manage all related activities and transactions including but not limited to Strategy development, masterplanning, sustainable infrastructure planning & development;
* Engagement with and influencing regional and national stakeholders in support of the strategy goals.
* Work with IDA Green teams to implement IDA’s Climate Action Plan and future plans in the context of Property development;
* To manage and oversee the statutory annual monitoring & reporting of property energy performance for the Agency through SEAI;
* To conduct ongoing reviews & improvements to the property portfolio in the context of sustainable development opportunities;
* To work with the property regional portfolio teams to deliver the acquisition priorities and implementation of sustainable initiatives;
* To provide technical advice where required in respect to sustainable opportunities and initiatives to improve the portfolio and to ensure alignment with the appropriate national strategies, including the Government’s Climate Action Plan, the IDA’s Climate Action Plan, and EU & National Directives and legislation;
* To maintain a working knowledge of new legislation, directives, guidance notes pertaining to policy and Sustainability;
* To manage, procure & appoint suitable contractors / consultants in line with Public Procurement Guidelines as required to deliver the strategic objectives and ensure value for money for the Agency;
* To ensure, through key tasks managed, that Property Department Procedures & Procurement regulations are fully implemented;
* To prepare and present proposals to the relevant IDA Committees/Board as appropriate;
* To drive, motivate and develop a team in the achievement of Department targets and to ensure that continuous learning and development is undertaken by the team through informal and formal learning and to ensure effective participation in the Performance Management and Development Review Process;
* To lead by example with an inclusive management style, coaching and developing all team members to help them achieve their full potential including promoting and supporting talent management and succession planning within the team, at all levels;

Additional Requirements:
* Ability to work well under pressure, flexibly as a member of a team and independently on own initiative in terms of time worked and tasks undertaken.
* A third level qualification, in a technical discipline related to the role to a minimum Level 8 on the National Qualification Framework is essential.
* Technical experience will be essential.
* Strong computer literacy skills.
* This role will require domestic travel, flexible working hours, and a willingness to work flexibly across regions on a regular basis.
* A full driving licence is essential.
Salary Scale:
€79,806 to €97,130 per annum contributory superannuation.
Rising by long service increments to €100,115 (after 3 years satisfactory service at the maximum of the range).
