About the Employer:
The Department of Education (DoE) plays a key role in Ireland’s long-term economic, cultural, and social development through the formulation and implementation of Government priorities in the area of education and training.
There are close to 4,000 schools across the country, and the Planning and Building Unit of the Department of Education is responsible for identifying the current and future infrastructure requirements for the education sector and for overseeing the delivery of a capital programme to deliver accommodation to the required standard, within the allocated resources, and in line with the strategic direction of the Department.
About the Role:
The duties and responsibilities of the post may include any or all of those listed below:
1. Assisting Senior Architects in conjunction with other professional disciplines and the Department’s School Inspectorate in appraisal of school buildings and sites, development of Brief Formulation Reports as design briefs, schedules of accommodation for new and extension school projects, preparing feasibility studies, reports, preliminary design concepts and presentation drawings to inform process.
2. Assisting Senior Architects in managing the design development of projects by external consultant teams, through the Department’s design team review process – ensuring designs are fit for purpose and in accordance with the Department’s brief, design and technical guidance documents, and design team procedures, to expedite the delivery of the School Capital Programme.
3. Assisting Senior Architects in formulating and adapting policy to ensure compliance with relevant Government and EU Directives, Building Regulations/Standards and Codes of Practice and public procurement requirements.
4. When required, carrying out the role of or assisting the design team leader and employer’s representative on in-house projects. Preparing developed scheme designs for client presentation and planning approval. Managing design team from project inception to completion.
5. Preparing statutory submissions including planning permission, Fire Safety Certificate, and Disability Access Certificate etc.
6. Developing tender documents and inputting into procurement process.
7. Administering construction contracts including supervision of site construction, agreeing final account, managing client handover and the defects period.
8. Carrying out the role of or assisting the design certifier under the Building Control (Amendment) Regulations 2014 on in-house projects when required.
9. Promoting excellence in school design and associated research through example, including in relation to sustainable design.
10. Assisting Senior Architects in ensuring that the professional input required to deliver on annual building programmes, set in a multi-annual framework, is delivered in a timely and effective manner.
11. Providing professional & technical advice to all sections within the Planning & Building Unit.
12. Supporting the Senior Architects in the establishment and maintenance of professional duties and technical standards in all areas of architecture.
13. Reporting on post occupancy evaluation of completed projects.
14. Mentoring any assigned architectural graduates in preparation for examinations in professional competence for R.I.A.I. architects’ registration.
15. Assisting in developing and implementing BIM (Building Information Modelling) protocols and requirements into the work of the Planning and Building Unit.
About You:
Candidates must on or before Thursday, 27th February 2025:
1. Be currently registered or be eligible for registration on the Register of Architects as set out in Section 14 of the Building Control Act, 2007.
2. Strong technical and design skills including a record of achievement in the design and delivery of projects. (Candidates called for interview will be required to present a portfolio demonstrating these skills).
3. Proficiency in AutoCAD, Revit or other similar computer drafting software for delivering a construction project.
4. An understanding of current and developing issues affecting architectural procurement and awareness of national and international developments in the construction process.
5. Project Management experience and skills.
6. An awareness of trends and developments in architecture and construction.
7. Knowledge of current legislative requirements and familiarity with recent legislative changes affecting building design and construction.
8. The ability to work effectively as part of a multi-disciplinary team.
9. Excellent interpersonal and communication skills with the ability to build effective working relationships both internally and externally.
10. Self-motivation with the ability to work independently and without direct supervision if required.
11. Sound judgement, problem solving and decision-making skills.
12. Creativity and innovation skills.

14. Commitment to continuous professional development.
15. A current full driving licence (Category B), valid in Ireland and have ready access to a car.
Desirable:
1. Experience and/or accreditation in Conservation.
2. Experience/knowledge of acting in the role of Employer’s Representative under the public works form of contract.
3. Experience/knowledge in the use of Building Information Modelling (BIM) in the construction industry when delivering a construction project to required BIM level 2 (ISO 19650-2:2018) or equivalent.
4. Experience/knowledge with the use of ISO Quality Management Standards such as ISO 9001 or similar recognised project management standard as part of working in a professional office environment.
5. Experience and/or knowledge of acting in the role of the Assigned Certifier/Ancillary Assigned Certifier under the Building Control (Amendment) Regulations 2014 on building construction projects.
6. Demonstrate knowledge and experience relating to architectural design solutions to existing buildings as part of a construction project.
