The Role:
The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered.
The Water & Wastewater Regional O&M Management sub area is responsible for the regional operational management of water treatment and network assets and the associated delivery of water services through operational, maintenance and repair activities, while managing health and safety.
The Water/Wastewater Treatment Maintenance Team Lead has a remit over a geographical area and is responsible for overseeing planned and reactive maintenance and repair activities across the water/wastewater asset base. The Team Lead will be responsible for leading, supporting and developing a team and providing them with the necessary direction and skills in order to ensure the provision of MEICA maintenance and repair services.
Out of hours working will be required and appropriate overtime and standby rates will apply.
We are looking to stand up a national panel for all current and future vacancies. It is envisioned this panel will remain open for approximately 12 months.
While it is our intention to have roles streamed either water or wastewater consistently across the country in the future, initially there may be a requirement to work in water and wastewater depending on the requirements of your location.
Main Duties and Responsibilities:
Responsible for the overall management of planned and reactive mechanical and electrical (M&E) and instrumentation, controls and automation (ICA) maintenance and repair activities across the water/wastewater treatment asset base within a geographical area.
Lead, support and develop a team and provide them with the necessary direction and skills in order to ensure the provision of MEICA maintenance and repair services.
Responsible for providing development and maintenance support for Programmable Logic Control (PLC), Supervisory Control and Data Acquisition (SCADA), Distributed Control Systems (DCS), Intelligent MCC Control systems and HMI controls.
Responsible for managing the undertaking of a range of mechanical, electrical, instrumentation, controls and automation tasks
Responsible for overseeing the MEICA maintenance and repair on the water/wastewater network assets This will include validating the completion of maintenance and repair work and raising work order requests as required.
Manage the MEICA work schedule with input from the Scheduling & Dispatch team to address planned and reactive work orders.
Manage and organise MEICA activities/tasks of newly commissioned/upgraded water/wastewater treatment asset as required.
Ensure the team works in accordance with defined levels of operational competence, health and safety requirements, QA systems and procedures using the technology provided.
Manage the budget allocated to the team including approval of purchase requisitions.
Responsible for managing the team’s material consumption and critical spares, ensuring efficient use of vehicles and equipment distribution throughout the area.
Maximise the effectiveness of the team and develop and grow the skills of all team members through coaching, training and performance management.
Contribute to the development of standard operating procedures that maximise quality of output, efficiency and support the adoption of processes.
Oversee policy implementation and best practice standards including safe working practices and compliance with health and safety legislation.
Responsible for ensuring direct reports operate and maintain Uisce Éireann vehicles, as required, in a responsible manner in line with all relevant Uisce Éireann vehicle, health, safety and security policies. Other responsibilities include: Monitoring driver compliance, completing vehicle inspections and recording and reporting any vehicle defects to Shared Services.
Ensure all information is accurately recorded and promptly reported.
Contribute to the development of operational, maintenance and repair plans, liaising with the Operations Planning Specialist as required.
Responsible for investigating escalated customer complaints / local representative queries, including site visits and ensuring resolutions for the delivery of consistent customer service.
Engage with third parties/contractors in relation to treatment plant maintenance and repair activities as required. Responsible for issuing/reviewing of permits to work, risk assessments and method statements to all relevant parties and ensure all health and safety procedures are followed.
Support in the coordination and participate in incident and emergency response as required, ensuring all health and safety standards are met.
Ensure that any damage caused to an asset, by a third party or otherwise is investigated, captured and costed so it can be billed to the third party when required.
Participate in out of hours and standby working as required.

Responsible for monitoring and reporting KPIs for processes over which they have ownership.
Responsible for carrying out any other duties deemed necessary and / or required by the Water Treatment Lead.
Responsible for duties under the Construction Regulations, including;
Responsible for the implementation of the Construction Regulations including undertaking of duties assigned under the Regulations, as per Uisce Éireann policy.
Identify hazards and assess risks for Operational areas of responsibility.
Responsible for implementation and supervision of safe work procedures and standard operating procedures.
Responsible for ensuring personnel have relevant safety skills, training and associated documentation, including Safe Pass cards and, where relevant, Construction Skills Certificate cards.
Responsible for ensuring personnel have appropriate safety equipment and tools, including PPE.
Responsible for providing guidance to Direct Reports where escalation is required on the carrying out of site risk assessments, and for seeking guidance from Lead where necessary.
Responsible for the induction of contractors on to site
Responsible for ensuring and verifying the assessment of competency of the PSDP/PSCS (when PSDP/PSCS are assigned to external service providers).
Responsible for the provision of site welfare facilities.
Responsible for managing access to sites and assets within Operational areas of responsibility.
Organise co-operation at site level between Asset Operations staff, Service Providers working for Asset Operations, and Third Parties, including other Uisce Éireann Functions and their Service Providers.
Responsible for monitoring and recording of site safety, including the reporting of accidents, incidents and near misses.
Prepare updates to the Preliminary Safety & Health Plan.
Responsible for the implementation, dissemination, maintenance and monitoring of the Construction Stage Safety & Health Plan.
Conduct site audits/site inspections as required by the Audit and Inspection Plan, and ensure the completion of any corrective actions.
Responsible for carrying out any other duties deemed necessary and / or required, which line management may reasonably request.
Knowledge, Skills and Experience
QQI Level 6 Advanced Certificate or equivalent – Craft in apprenticeship such as:
Craft of Electrical
Craft of Construction Plant Fitting
Craft of Heavy Vehicle Mechanics
And / or
QQI Level 6 Advanced Certificate or equivalent – Craft in apprenticeship such as:
Craft of Electrical Instrumentation
Craft of Instrumentation
Craft of Mechanical Automation and Maintenance Fitting
Minimum of 3 years directly relevant experience of working in a similar role within Water Services and / or other Utilities
Team Leader skills in particular coaching, motivating and managing performance
Required to have an in-depth knowledge of M&E and/or ICA maintenance and repair activity
Capable of building a high performing team, in particular coaching, motivating and managing performance to develop people to realise their full potential and achieve results
Experience of managing and controlling a budget
Experience in a customer focused business
Effective communication skills, to engage with a broad range of internal stakeholders and front line employees
Computing skills i.e. ability to create and interpret spreadsheets and databases
Experience / understanding of working within a strong health & safety culture
Experience of using IT systems
Ability to make decisions based on analysis of information within a very fast paced, customer focused environment
Full, clean, and valid Irish category B driving licence is minimum requirement.
Knowledge of managing process compliance an advantage
