The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).
Its key functions are:
* Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
* Collecting, collating and validating information on persons waiting for public hospital treatment.
* Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
* Furnishing advice to the Minister for Health on related issues.
* Performing any other function assigned by the Minister for Health, including responsibility for the publication of outpatient waiting lists.
The principal role of the Financial Accountant is the professional preparation of financial statements, account reconciliations, cost analysis, report writing and supporting finance and audit processes related to the financial control and governance of NTPF. This will also include all necessary communication and follow up with external parties (e.g; auditors, banks, hospitals, suppliers etc). In addition, the Financial Accountant will carry out such duties appropriate to the office as may be assigned by the Financial Controller.
The current priorities are as follows:
* Preparation of Annual Financial statements including liaison with Comptroller and Auditor General.
* To ensure strong budgetary control is maintained and to recommend corrective action where necessary.
* To ensure timely and accurate turnaround of third-party requests for key financial/budgetary information.
* To keep up to date on management accounting issues particularly in the sector and to make recommendations on developments relevant to the organisation.
* To advise on the suitability and/or appropriateness of budgeting and costing techniques as well as control mechanisms.
* To participate in the development and implementation of information systems with particular reference to organisation-wide integrated IT systems; to determine and promote management accounting vision for same.
* Preparation of all working papers and file for presentation together with financial statements for external audit and annual reports.
* Provide support and documentation where required for the Internal Audit Function.
* To provide support in the operations of the Finance Unit where requested up to a similar level of responsibility.
* Liaising with and dealing with all queries raised by the external auditor.
* Facilitate and support the integration of accounts information with internal NTPF systems.
* To supervise, manage and develop staff in the Finance Unit with a view to providing a timely quality service to the NTPF, its suppliers and customers.
* Reporting on Accounts Payable activity.
* To supervise and carry out the financial function of the NTPF in line with Department of Health guidelines, procedures and regulations.

Eligibility Criteria:
* Professional Qualifications & Development
Each candidate must on the latest date for receipt of completed application forms, meet the following essential criteria:
* Hold a professional accountancy qualification and be a member of a recognised body of accountants such as CPA, ACCA, Chartered or CIMA.
* Third level qualification required, preferably in business, finance, accountancy or other closely related discipline.
* Qualified accountant with minimum 3 years’ experience (pre/post qualified experience considered).
In addition the following are requirements of the position:
* Experience in preparing Management Accounts, monthly and annually.
* Experience in preparing Financial Accounts and dealing with external and internal audit.
* Have excellent computer skills particularly in the production and analysis of reports and have an in-depth knowledge of how financial transactions are controlled and summarised in order to produce analytical information and published financial statements.
* Have excellent interpersonal skills.
* Have proven organisational and administrative skills.
* Have the ability to work on own initiative, prioritise and manage a number of issues simultaneously and demonstrate attention to detail.
* Be proactive and be able to identify potential difficulties and formulate solutions.
* Display personal initiative, value the contribution of others, communicate clearly and concisely in a timely manner, forward thinking and actively take responsibility for meeting internal and external customer needs to achieve customer satisfaction.
* A good knowledge of financial matters with good business acumen.
* An ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports.
* An ability to establish and retain effective working relationships with both NTPF internal management and staff and external contractors.
* An ability to work unsupervised.
Desirable:
* Experience in a healthcare environment and/or experience working in the public sector.
