Job Description
At IPS, we apply our knowledge, skills, and passion to make a difference in the lives of people, solving complex challenges related to life sciences. We are looking for a dedicated Procurement Buyer I to join our talented team at our office located in Cork or Dublin, Ireland.
In this role, you will be responsible for the timely delivery of all procurement activities in the lifecycle of the supply chain process; with regard to the procurement & management of goods and services such as engineered equipment, trade contractor works, specialist professional services, and indirect bulk materials.
What You'll Do
1. Participate in the development of updated processes & procedures to enhance efficiency & business resilience within the procurement department.
2. Manage the pre-qualification process of suppliers based on project/client requirements.
3. Manage the confidentiality section of the procurement process (i.e., issue & signing of NDAs/CDAs).
4. Create & issue commercial enquiry packages (i.e., RFQs/ITTs) based on the received technical packages from the engineering/construction department teams.
5. Manage the enquiry process, performing tasks such as:
Managing bidder RFIs.Organising pre-bid submission clarification meetingsConducting a detailed commercial analysis of received bids Organising all necessary post-bid clarification meetings and managing/coordinating the clarification process between bidders, internal stakeholders, and client stakeholders.Engage in contractual & commercial negotiations with shortlisted bidders.Prepare & submit recommendations to key internal stakeholders (i.e., IPS Project Manager) and client stakeholders (client Project Manager) based on project-specific dynamics
6. Prepare & issue Contracts and Purchase Orders based on the approved supplier selection in the preceding bidding phase.
7. Obtain order confirmations to ensure services or materials are being scheduled per order requests.
8. Coordinate the change management process including the commercial evaluation of submitted supplier change/variation orders for any

10. Coordinate the invoicing process including conducting a review of submitted invoices before final payment by the finance department for any

12. Research new suppliers based on business and project needs.
13. Evaluate supplier performance and update the company database with the evaluation findings.
14. Short durations of periodic national and international travel may be needed based on needs.

Qualifications & Requirements
15. 5+ years of prior experience in a similar role.
16. Knowledge and prior experience in trade contracts and equipment procurement.
17. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
18. Excellent interpersonal skills to operate successfully in a diverse, multinational matrix environment with internal & external (suppliers & clients) stakeholders.
19. Has excellent verbal and written communication in English.
20. Can proactively execute detail-oriented work in a multi-tasking environment.
Preferred Qualifications
21. Bachelor’s degree in Business Administration, Commerce, or Engineering.
